Manager, IT Development (Oracle Fusion)

The Oracle Fusion Development Manager is a key leadership role within the IT Development at Saudi National Bank (SNB). The role is responsible for leading the development, enhancement, integration, and support of Oracle Fusion Cloud applications, ensuring alignment with business objectives, enterprise architecture standards, and regulatory requirements. The position provides technical leadership, manages development resources and vendors, and oversees the successful delivery of Oracle Fusion initiatives across Finance, Human Capital Management (HCM), Procurement, and other enterprise business domains.

Key Responsibilities

• Lead and manage Oracle Fusion development teams responsible for application enhancements, integrations, extensions, and production support.
• Define development strategies, technical standards, and best practices for Oracle Fusion Cloud solutions.
• Collaborate with business stakeholders, Enterprise Architecture, EPD, Information Security, and IT Operations to deliver business solutions.
• Oversee the complete Software Development Life Cycle (SDLC), including solution design, development, testing, deployment, and post-production support.
• Manage Oracle Fusion releases, patches, upgrades, and impact assessments.
• Ensure compliance with enterprise architecture standards, security policies, audit requirements, and banking regulations.
• Review and approve technical solution designs, integrations, customizations, and extensions.
• Manage third-party vendors and implementation partners to ensure delivery quality and adherence to project timelines.
• Monitor system performance, application availability, and service levels, ensuring timely resolution of production issues.
• Drive continuous improvement initiatives by adopting Oracle Fusion Cloud best practices and emerging technologies.
• Mentor technical teams, develop staff capabilities, and promote a culture of innovation and continuous learning.

Education

• Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related discipline.
• Master's degree is considered an advantage.

Experience

• Minimum of 8 years of experience in enterprise application development, implementation, and support.
• Minimum of 5 years of experience in a leadership or management role overseeing application development teams.
• Proven experience delivering Oracle Fusion Cloud solutions within large enterprise organizations, preferably in the banking or financial services sector.

Technical Skills

• Strong knowledge of Oracle Fusion Cloud architecture and application development framework.
• Hands-on experience with Oracle Integration Cloud (OIC), REST/SOAP APIs, and Oracle Fusion integration technologies.
• Experience with Oracle Visual Builder (VB/VBCS), BI Publisher, OTBI, HDL, and FBDI.
• Understanding of Oracle Fusion extensibility, security model, and application configuration.
• Experience with Java and PL/SQL is desirable.
• Familiarity with DevOps tools, CI/CD practices, and source code management.
• Good understanding of cloud security, identity and access management (IAM), and data protection standards.

Preferred Certifications

• Oracle Cloud Infrastructure (OCI) Foundations Associate.
• Oracle Fusion Cloud Applications Certification in one or more functional domains (Financials, HCM, or Procurement).
• Oracle Integration Cloud (OIC) Certification.
