We are currently recruiting a Manager - Learning Partners (Data Programme) for our client based in Dubai UAE for a Fixed term of 10 Months.
Job Summary:
Drive the translation of company's enterprise data strategy into effective learning and capabilitybuilding initiatives. The role focuses on enabling the workforce through rolebased learning and adoption programs that embed sustainable data behaviours aligned with the data transformation roadmap. Accountability is centered on learning enablement and measurable capability uplift, rather than direct delivery of transformation programmes or organisational change execution.
Job Responsibilities
1.Performance Gap Analysis
- Assess organisation-wide data capability needs and identify performance gaps.
- Define business outcomes, behaviors, and learning priorities aligned to Data Transformation goals.
- Validate learning needs with stakeholders.
2.Instructional Design & Learning Architecture
- Design enterprise learning journeys and capability pathways for data literacy and analytics.
- Define learning modalities, delivery models, and evaluation methods.
- Ensure alignment with the set standards, competencies, and best practice.
3.Learning Development & Content Curation
- Develop or curate high-quality learning content for data capability uplift.
- Oversee content creation, quality assurance, and provider contributions.
- Maintain expertise in learning tools and emerging methodologies.
4.Learning Delivery & Facilitation
- Support delivery of data-related learning solutions through facilitation and provider management.
- Adapt delivery approaches for diverse audiences and business needs.
- Ensure high-quality learner experience and adherence to KPIs.
5.Evaluation & Continuous Improvement
- Define and track learning effectiveness, behavioral application, and business impact.
- Analyse learning data and recommend enhancements.
- Report outcomes in line with HRD and Data Programme metrics.
Job Requirements:
- Bachelor's degree in L&D, HR, Education, Business, Information Systems, Data & Analytics, or related fields.
- 5-7 years experience in learning design, capability development, or digital/data transformation contexts.
- Certifications in Instructional Design (ADDIE, ATD, CIPD) or learning technologies/data literacy tools preferred.
- Experience designing role-based, blended learning, supporting behavioral change, and using LMS/LXP platforms.
- Ability to interpret learning and performance data and apply insights to improve learning solutions.
- Working knowledge of enterprise data platforms, analytics tools, and data governance.
