Job Description

Job Description:

  1. Manage and maintain the Maritime Human Resources (MHR) Quality Management System and monitor crewing Key Performance Indicators to ensure continuous improvement.
  2. Develop, review, and maintain crew-related company instructions, policies, and procedures in compliance with company and regulatory requirements.
  3. Prepare and update long-term fleet and manpower projections to ensure sufficient seafarer resources for current and future operations.
  4. Plan and manage the Japan International Ship System (JISS) licensing program, including examination arrangements, budgeting, and maintaining adequate numbers of qualified officers for Japanese-flag vessels in accordance with NYK requirements.
  5. Monitor market wage trends and recommend revisions to wage scales to maintain competitiveness and support manpower retention.
  6. Develop and implement crewing strategies to ensure smooth deployment of personnel for newbuilding projects and fleet expansion.
  7. Lead and coordinate crewing-related projects and initiatives, including process improvements, regulatory changes, and business transformation activities.
  8. Research, evaluate, and develop new manning sources to support sustainable crew supply and workforce diversity.
  9. Manage non-Japan Seaman's Union matters and maintain effective communication with relevant labor organizations and stakeholders.
  10. Evaluate, appoint, and manage manning agencies, including contract preparation, performance monitoring, and compliance reviews.
  11. Review, verify, and approve operating expenses and office costs related to assigned manning offices, including Croatia and Romania.
  12. Liaise and coordinate with Japanese shipowners, ship managers, and other stakeholders on crewing matters and workforce planning.
  13. Coordinate Officers Dialogue programs and support engagement initiatives in collaboration with manning offices.
  14. Prepare annual crewing budgets, monitor expenditure, and ensure effective cost control and budget compliance.
  15. Ensure compliance with applicable maritime regulations, including Standards of Training, Certification and Watchkeeping (STCW), Maritime Labour Convention 2006, Japanese Flag requirements, and company management systems.
  16. Prepare reports, analyses, and presentations for management and HQ to support strategic decision-making.

Job Requirements:

Education & Professional Qualifications

  • Bachelor's Degree in Maritime Studies, Nautical Science, Marine Engineering, or a related discipline.
  • Holder of a Class 1 Certificate of Competency (Master Mariner or Chief Engineer). Valid seafarer's licenses and certificates.

Experience

  • Minimum 5 years of sea-going experience, including at least 1 year as Chief Officer, Master, First Engineer, or Chief Engineer on ocean-going vessels.
  • Experience in crew management, manpower planning, or maritime administration is preferred.
  • Experience dealing with Japanese shipowners or Japanese-flag vessel operations would be advantageous.

Technical Competencies

  • Strong knowledge of Japanese maritime regulations and Japanese-flag vessel certification requirements.
  • Good understanding of Standards of Training, Certification and Watchkeeping (STCW), Maritime Labour Convention 2006, and related maritime labor regulations.
  • Knowledge of ISO 9001 and ISO 14001 management systems.
  • Ability to develop long-term manpower plans, training strategies, and crewing forecasts.
  • Strong budgeting, cost control, and financial analysis skills.
  • Proficiency in Microsoft Office applications, especially Excel and PowerPoint.

Language & Communication

  • Strong written and spoken Japanese, with the ability to prepare reports and communicate effectively with NYK headquarters, shipowners, and related stakeholders.
  • Good command of written and spoken English.
