Job Description
This role leads the
Project Portfolio Management section with responsibility for developing and governing the
project portfolio framework, ensuring
alignment with strategic objectives, and managing the
prioritization,
monitoring, and
evaluation of projects across the organization.
Key Responsibilities
- Develop and manage the project portfolio framework, strategy, policies, and Key Performance Indicators (KPIs)
- Ensure portfolio alignment with the strategic plan and government directions
- Lead the prioritization process of projects across verticals based on feasibility, risk, and benefits
- Review project performance reports and validate technical, financial, and strategic components
- Oversee portfolio system improvements, policies, and procedures
- Advise agencies and departments on technical planning and prioritization methodologies
- Manage preparation of project priorities for annual, 3-year, and 5-year budget cycles
- Promote awareness and institutionalization of Project Portfolio Management best practices
- Monitor compliance with project management, asset management, and value engineering policies
Qualifications
Requirements:
- Bachelor's degree in Engineering or Project Management (Master's preferred)
- PMP / PMO-CP /PMO-CC Certification is preferred
- Minimum 14 years of relevant experience in project, program, or portfolio management
- Strong knowledge of portfolio systems and tools (e.g., Maximo, ADDA, ERM, OPMS)
- Experience in strategy alignment, performance reporting, risk assessment, and benefits realization
- Familiarity with quality and Health, Safety & Environmental (HSE) systems (ISO 9001, ISO 14001, ISO 45001)
- Proven ability to lead cross-functional teams and manage complex project portfolios
