Job Title: Quality Manager – Offshore Project

KBR Abu Dhabi PMC Team is currently looking to fill a position of Quality Manager for an Offshore Project to be based in UAE ( Abu Dhabi) in the Client Office.

Job Summary

The Quality Manager is responsible for establishing, implementing, and maintaining the Project Quality Management System (QMS) for offshore projects. The role ensures compliance with client specifications, contractual requirements, international standards, classification society requirements, and regulatory guidelines. The Quality Manager leads all QA/QC activities throughout engineering, procurement, fabrication, installation, commissioning, and offshore operations to achieve project quality objectives.

Key Responsibilities

Quality Management

Develop, implement, and maintain the Project Quality Plan (PQP).
Ensure compliance with ISO 9001 and client quality requirements.
Establish project-specific quality procedures, inspection plans, and testing requirements.
Monitor adherence to contractual quality specifications and project standards.
Manage project quality risks and implement corrective and preventive actions.

QA/QC Oversight

Lead all quality assurance and quality control activities for offshore projects.
Review and approve Inspection & Test Plans (ITPs), Method Statements, and Quality Procedures.
Ensure inspections and testing are conducted as per approved requirements.
Monitor fabrication, welding, coating, NDT, mechanical completion, and commissioning activities.
Oversee offshore installation and hook-up quality requirements.

Vendor & Subcontractor Quality Management

Evaluate and qualify suppliers, vendors, and subcontractors.
Conduct supplier audits and surveillance inspections.
Monitor vendor manufacturing quality performance.
Review vendor quality documentation and certification packages.

Audit & Compliance

Plan and conduct internal quality audits.
Coordinate client, third-party, and certification audits.
Ensure compliance with industry regulations and classification society requirements.
Track audit findings and verify closure of corrective actions.

Documentation & Reporting

Maintain project quality records and documentation.
Review quality dossiers, turnover packages, and final project documentation.
Prepare quality performance reports and KPIs.
Present quality status updates to project management and clients.

Non-Conformance Management

Lead investigation of non-conformance reports (NCRs).
Conduct root cause analysis and implement corrective actions.
Monitor trends and identify continuous improvement opportunities.
Ensure timely disposition and closeout of NCRs.

Leadership & Team Management

Manage QA/QC Engineers, Inspectors, and Quality Coordinators.
Provide training and mentoring to project personnel.
Promote quality awareness and continuous improvement culture.
Coordinate quality activities across multidisciplinary project teams.

HSE & Regulatory Compliance

Ensure all quality activities comply with HSE requirements.
Support incident investigations related to quality failures.
Maintain compliance with local and international offshore regulations.

Qualifications

Education

Bachelor's Degree in Engineering (Mechanical, Civil, Marine, Metallurgical, Industrial, or related discipline).
Professional certifications in Quality Management preferred.

Certified Quality Engineer (CQE)
ASQ Certifications
CSWIP 3.1/3.2
NACE / FROSIO Coating Inspector
API Q1/Q2 (preferred)

Experience

18+ years of QA/QC experience in Oil & Gas, Offshore, Marine, or EPC projects.
Minimum 5 years in a Quality Management leadership role.
Experience in offshore platforms, subsea systems, jackets, topsides, pipelines, or FPSO projects.
Strong knowledge of fabrication, construction, installation, and commissioning quality requirements.
