Job Description

Job Purpose

  • Lead the governance, commercial oversight, and technical assurance of road projects by establishing governance frameworks, overseeing project controls and financial performance, ensuring compliance with approved standards, monitoring project risks and quality, and driving continuous improvement to support the successful planning, delivery, and close-out of road infrastructure projects.

Roles and Responsibilities

Strategy

  • Develop and implement governance frameworks, project control methodologies, and assurance processes for road projects in alignment with RTA strategies, Roads Department objectives, and international best practices.
  • Establish governance mechanisms for project approvals, technical standards, commercial controls, financial management, and change management across the project lifecycle.
  • Lead the development and periodic review of governance policies, procedures, and technical guidelines covering project planning, implementation, commissioning, and handover.
  • Drive continuous improvement initiatives by analyzing project performance, governance findings, commercial outcomes, and lessons learned to enhance project delivery.
  • Benchmark project governance, commercial management, and quality assurance practices against leading infrastructure organizations to improve departmental performance.

Operations

  • Direct governance of road projects throughout planning, design, implementation, and project close-out, ensuring compliance with approved governance gates and departmental standards.
  • Oversee contractual and commercial management activities, including project budgets, cash flow monitoring, disbursements, claims, change orders, and final account reviews to ensure financial integrity and contractual compliance.
  • Lead governance reviews of project deliverables to ensure technical standards, specifications, and quality requirements are consistently applied across all projects.
  • Direct department-wide project quality assurance, technical compliance reviews, and risk assessments to identify issues, implement mitigation measures, and improve delivery performance.
  • Oversee development and maintenance of departmental project dashboards, ensuring accurate reporting of project progress, financial performance, risks, quality indicators, and governance status.
  • Lead reviews of technical non-conformities, governance findings, and project deviations, ensuring corrective and preventive actions are implemented and monitored.
  • Oversee governance of project documentation, contractual records, approvals, and asset registration to support successful project completion and operational readiness.
  • Evaluate new project proposals, concepts, and initiatives submitted by departments, assessing their technical feasibility, operational efficiency, sustainability, and strategic alignment.
  • Direct coordination with internal departments, government entities, consultants, contractors, and service providers to ensure effective governance, compliance with agreements, and timely project delivery.
  • Lead implementation of digital project management systems, reporting platforms, and data governance practices to strengthen project monitoring and decision-making.
  • Monitor contractor and consultant performance across projects, ensuring contractual obligations, quality standards, and project objectives are consistently achieved.

Product/Process Improvement

  • Lead initiatives to strengthen governance practices, project controls, commercial management, and technical assurance across the Roads Department.
  • Promote digital transformation by enhancing project dashboards, reporting tools, artificial intelligence applications, and data analytics capabilities for project governance.
  • Standardize governance processes, commercial controls, documentation requirements, and project assurance methodologies across all road projects.
  • Lead post-project evaluations to capture lessons learned and integrate findings into future governance frameworks, technical standards, and project delivery practices.
  • Identify and recommend innovative practices, technologies, and governance improvements that enhance project efficiency, sustainability, and customer outcomes.

Job Qualifications & Requirements

  • Education: Bachelor's/master's degree in civil engineering, transportation engineering or construction
  • Experience: 12+ years in case of master's degree (14+ years in case of bachelor's degree) in related field
  • Certification: Project Management Professional (PMP)
