We are looking to hire a Manager - Tendering & Procurement (Pre-contracts) who will be responsible for supporting the end-to-end tendering and commercial evaluation process for major hospitality development projects for our client based in Dubai, which is one of the largest semi-government companies in the region.
This position is a contract role with an initial duration of 12 months and is renewable.
The role sits within the Contracts & Procurement Department and reports directly to the Hospitality Project Procurement Lead.
Preference will be given to candidates who are immediately available.
We are looking for a passionate Manager - Contracts & Procurement (Pre -contracts) with strong experience in tender management, commercial bid evaluation, and construction procurement for large-scale development projects. You should also possess strong knowledge of Bills of Quantities (BOQ), contract documentation, cost analysis, and contractor negotiations.
Key responsibilities:
- Lead and support project procurement activities for hospitality developments, including new hotel construction and refurbishment projects with FF&E and fit-out packages.
- Prepare comprehensive tender documentation as part of project procurement, including Conditions of Tender, Conditions of Contract, drawings, specifications, Bills of Quantities (BOQs), and project programmes.
- Coordinate with internal stakeholders across project development, delivery, estimation, finance, and procurement teams to ensure accurate and timely responses to bidder queries.
- Assist in the commercial evaluation of tender submissions from contractors and consultants, providing recommendations as part of the project procurement process.
- Prepare detailed comparative bid analysis and evaluation reports using Excel and other approved systems to support project procurement decisions.
- Participate in post-tender clarification meetings and negotiations with contractors and consultants to achieve commercially advantageous outcomes.
- Conduct feasibility assessments, site visits, and cost estimations to ensure projects are delivered within approved budgets, timelines, and quality standards.
- Support value engineering, risk management, and cost control initiatives within the project procurement lifecycle.
- Manage procurement recommendations and handover to the Contracts team, ensuring all post-tender clarifications and documentation are complete.
- Apply technical understanding of drawings and specifications, leveraging engineering or QS knowledge to strengthen project procurement outcomes.
Knowledge, skills & experience:
- Bachelor's degree in Quantity Surveying, Civil Engineering, or a related discipline
- 7–12+ years of experience in pre-contract commercial management, project procurement, or quantity surveying roles
- Experience managing construction tender processes and commercial bid evaluations
- Strong knowledge of BOQs, construction contracts, cost analysis, and procurement procedures
- Previous experience with a property developer, consultancy, or construction organization is highly preferred
- Professional certification such as MRICS is preferred.
- Strong stakeholder management, analytical, and negotiation skills
