Job Description


1. JOB PURPOSE:

Manage the Value Management Portfolio under the direction of the VP Value Management Office by leading portfolio governance, business case assurance, benefits realization tracking, KPI integration, and cross-functional optimization initiatives across the Group. The role is responsible for ensuring that value initiatives are prioritized, governed, and tracked through robust financial and performance management disciplines to deliver measurable CAPEX and OPEX optimization, productivity improvement, working capital enhancement, and sustainable value creation aligned with corporate strategy.

2. KEY ACCOUNTABILITIES

Job Specific Accountabilities

  • Lead the governance and prioritization of the Value Management Portfolio to ensure initiatives are aligned with corporate strategy, value impact, affordability, and capital efficiency objectives.
  • Review, challenge, and validate business cases, financial assumptions, baselines, cost-benefit models, and sensitivity analyses to ensure rigor, transparency, and decision-quality.
  • Oversee benefits realization tracking across the portfolio, ensuring identified, approved, and realized value is clearly defined, monitored, and reconciled with financial outcomes where applicable.
  • Establish and maintain standardized portfolio governance frameworks, value tracking methodologies, approval gates, and savings validation protocols to ensure consistency, compliance, and auditability.
  • Drive integration of value-based KPIs into corporate and divisional scorecards, performance reviews, and management reporting processes.
  • Lead structured cross-functional optimization programs covering areas such as procurement efficiency, workforce productivity, digital value realization, shared services transformation, and cost-to-serve improvement.
  • Provide portfolio-level oversight of CAPEX and OPEX optimization initiatives to ensure measurable returns, disciplined execution, and timely escalation of risks and deviations.
  • Oversee development and continuous improvement of portfolio reporting, dashboards, and validation tools to ensure accurate, complete, and timely management information for decision-making.
  • Coordinate with Group Companies, Finance, Strategy, and other stakeholders to align methodologies, baselines, reporting definitions, and value realization expectations.
  • Support the VP Value Management Office in driving governance reviews, assurance activities, stakeholder engagement, continuous improvement, and organizational adoption of value management practices across the Group.

Generic Accountabilities

Management

  • Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
  • Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDPu2019s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

  • Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.

Performance Management

  • Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development

  • Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (MIS) and Reports

  • Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

3. COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

  • VP, Value Management Office.
  • Portfolio Managers within Value Management Office Division
  • Any other Directorate / as required. (Group Performance, Governance, HC Learning & Development, PL Leads / Sponsors)

External

  • Shareholders, counterparts & members of the ADNOC Group, as required.
  • Local and international vendors, contractors, and third-party service providers.

4. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

  • Bacheloru2019s Degree in Finance, Accounting, Economics, Business Administration, Engineering, or a related discipline. MBA is preferable.

Minimum Experience & Knowledge & Skills

  • 15 years of relevant experience in value management, portfolio management, corporate finance, performance management, transformation, project controls, or strategic planning, preferably within large and complex organizations.
  • Strong experience in business case development and review, financial modeling, benefits tracking, budgeting, and performance reporting.
  • Good understanding of CAPEX and OPEX optimization, productivity improvement, cost management, and value assurance methodologies.
  • Demonstrated ability to manage cross-functional initiatives, portfolio governance processes, and senior stakeholder engagement across multiple business units.
  • Strong analytical and problem-solving skills, with the ability to interpret complex financial and operational data and translate insights into actionable recommendations.
  • Proficiency in portfolio reporting tools, dashboarding, and Microsoft Office applications, particularly Excel and PowerPoint experience with enterprise planning or tracking tools is an advantage.
  • Knowledge of risk management, change management, and governance frameworks relevant to portfolio and transformation environments.
  • Excellent communication, presentation, and facilitation skills in English, with the ability to influence stakeholders and drive alignment across functions.
  • Strong organizational skills with the ability to manage competing priorities, maintain attention to detail, and deliver results within tight timelines.
  • Experience in oil and gas, energy, utilities, or other asset-intensive sectors is preferred.

Professional Certifications

  • Professional certification such as CPA, CMA, CFA, ACCA, PMP, or an equivalent qualification is preferred.
