Job Summary
The Materials Controller is responsible for planning, coordinating, and controlling materials-related activities to support construction projects across civil and oil & gas sectors. The role ensures timely availability of approved materials in line with project requirements, specifications, schedules, and quality standards. Working closely with Procurement, Engineering, QA/QC, Planning, and Project teams, the Materials Controller plays a key role in tracking material approvals, procurement status, deliveries, and documentation throughout the project lifecycle.
Key Responsibilities
Material Planning & Coordination
- Review contract documents, specifications, and drawings to identify material requirements for projects.
- Coordinate with Procurement, Engineering, Planning, QA/QC, and Project teams to align material procurement with project schedules.
- Monitor material procurement status to ensure timely availability and avoid site delays.
- Support planning of material delivery sequences in line with site requirements and construction progress.
Material Submittals & Approvals
- Prepare, maintain, and update Material Approval Logs (e.g., E2 Log or equivalent).
- Prepare and submit material submittals with complete technical documentation, certificates, and compliance data.
- Coordinate with Consultants, Clients, and Engineers for review and approval of material submittals.
- Track approval cycles, address comments, and follow up to obtain timely approvals.
- Highlight risks related to delayed approvals or non-compliance and propose corrective actions.
Procurement & Vendor Coordination
- Coordinate with Procurement to support timely award of material packages and purchase orders.
- Liaise with vendors and suppliers to track manufacturing schedules, delivery timelines, and documentation.
- Monitor vendor performance and report delays, deviations, or quality issues.
- Coordinate material inspections, factory acceptance tests, and site deliveries as required.
Quality & Compliance Support
- Ensure materials comply with approved specifications, standards, and contractual requirements.
- Review test reports, certificates, and inspection records for compliance with project requirements.
- Coordinate with QA/QC teams for inspections, testing, and release of materials.
- Ensure materials delivered to site match approved submittals and inspection approvals.
Documentation & Reporting
- Maintain accurate records of material submittals, approvals, deliveries, and inspections.
- Prepare regular material status reports highlighting approvals, procurement progress, and risks.
- Support preparation of material-related documentation for project close-out, including warranties and certificates.
- Ensure proper filing and traceability of material documentation for audit and handover purposes.
Change & Risk Management
- Support material-related variations, substitutions, and changes by preparing required technical documentation.
- Assist in assessing time and cost impacts related to material changes or delays.
- Proactively identify material-related risks and coordinate mitigation actions with project teams.
Required Qualifications & Competencies
- Bachelor's degree in Engineering, Architecture, or a related technical discipline.
- 5+ years of experience in materials control, procurement coordination, or materials management within construction projects (civil and/or oil & gas).
- General understanding of construction materials, specifications, and quality requirements.
- Experience in managing material submittals, approval logs, and procurement tracking.
- Familiarity with international material standards and testing requirements (ASTM, BS, API, ISO, etc.).
- Strong coordination, documentation, and follow-up skills.
- Proficient in MS Office and ERP / procurement systems.
- Ability to manage multiple priorities and work effectively in fast-paced project environments.
- Good communication skills with internal teams, consultants, and vendors.
