Job Description

About this role:

  • Material Selection & Specification
  • Lead the evaluation and selection of materials aligned with project requirements, environmental conditions, and performance standards.
  • Review, validate, and approve material submittals, technical data sheets, and compliance documentation.
  • Ensure all materials meet applicable international standards (ASTM, BS, ISO) and project specifications.

  • Testing & Quality Assurance
  • Establish and oversee material testing, inspection, and quality control processes across project phases.
  • Coordinate with accredited laboratories and third-party agencies for testing, certification, and validation.
  • Analyze test results, identify non-conformities, and implement corrective and preventive actions.

  • Technical Support & Stakeholder Coordination
  • Provide expert technical guidance to design, procurement, and site teams on material selection, performance, and application.
  • Review shop drawings, method statements, and material proposals to ensure technical compliance.
  • Collaborate with contractors, consultants, and suppliers to ensure timely delivery and proper utilization of approved materials.

  • Performance Monitoring & Value Engineering
  • Monitor material performance, lifecycle, and usage to ensure durability, efficiency, and cost optimization.
  • Support value engineering initiatives by recommending alternative materials that do not compromise quality or safety.
  • Promote sustainable and environmentally responsible material solutions.

  • Compliance, Governance & Documentation
  • Maintain comprehensive records of material approvals, test reports, inspections, and certifications.
  • Ensure full compliance with regulatory, environmental, and health & safety standards.
  • Support internal and external audits, ensuring readiness and accuracy of material-related documentation.

  • Research, Innovation & Continuous Improvement
  • Stay abreast of emerging materials, technologies, and industry best practices.
  • Drive continuous improvement initiatives to enhance material performance, quality, and sustainability.
  • Contribute to innovation by evaluating new materials and recommending advanced engineering solutions.

  • Occupational and workplace Health and Safety responsibilities:
  • In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible for familiarizing themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduces new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.

  • Information Security responsibilities:
  • Comply with Basatin Information Security Policies
  • Be aware of and fulfil their information security responsibilities
  • Ensure whoever handles sensitive company information has taken the Security Awareness Training
  • Know how to report a security incident (to IT ServiceDesk or InfoSec).
  • Not Disable his/her OS firewall and/or Antivirus
  • Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
  • Accept accountability of his/her individual user accounts and maintain confidentiality.

Qualifications:

  • Bachelor's degree in Materials, Civil, or Mechanical Engineering, or a related field.
  • Relevant certifications (e.g., NACE, ASNT) are an advantage.
  • Strong knowledge of international standards (ASTM, ISO, BS) and material testing practices.
  • Proficiency in engineering tools and material analysis software is preferred.
  • 58 years in material engineering within construction, infrastructure, or industrial sectors.
  • 35 years in material testing, quality control, or related engineering functions.
  • Strong expertise in material properties, testing methods, and performance evaluation.
  • Proficiency in engineering software and material analysis tools.
  • Excellent analytical and problem-solving capabilities.
  • Strong attention to detail with a focus on quality and compliance.
  • Effective communication and stakeholder coordination skills.
  • Knowledge of sustainability practices and material lifecycle management.
  • Ability to manage multiple priorities and work collaboratively in multidisciplinary teams.
