Job Description

Role Purpose

The MEP Manager is responsible for leading the planning, coordination, execution, and delivery of all Mechanical, Electrical, and Plumbing (MEP) works across large-scale building construction projects. The role ensures that all MEP systems are delivered in accordance with project specifications, quality standards, budget, schedule, and statutory requirements while coordinating effectively with clients, consultants, subcontractors, and internal project teams.

The MEP Manager provides technical leadership throughout the project lifecycle, ensuring seamless integration of MEP systems with architectural, structural, and civil works, while driving engineering excellence, value engineering, and successful project delivery.

Key Responsibilities:

Project & MEP Management

  • Lead all MEP activities from design review through installation, testing, commissioning, and project handover.
  • Develop and implement MEP execution strategies aligned with project objectives and timelines.
  • Monitor project progress and ensure MEP works are completed safely, on time, within budget, and to the required quality standards.
  • Coordinate with Project Directors, Project Managers, Construction Managers, and Site Teams to ensure successful project delivery.

Engineering & Design Coordination

  • Review and approve MEP shop drawings, coordinated drawings, material submittals, technical submittals, and method statements.
  • Coordinate with Civil, Structural, Architectural, and Façade teams to resolve design clashes and interface issues.
  • Ensure MEP designs comply with project specifications, local authority requirements, and international standards.
  • Lead multidisciplinary design coordination meetings and support BIM coordination activities.

Construction Management

  • Oversee installation and execution of all Mechanical, Electrical, Plumbing, Fire Fighting, ELV, and HVAC systems.
  • Ensure construction activities comply with approved drawings, specifications, and QA/QC requirements.
  • Resolve technical issues and provide engineering support to site teams.
  • Monitor subcontractor performance and ensure adherence to contractual obligations.

Testing & Commissioning

  • Develop and implement testing and commissioning plans.
  • Coordinate inspections, testing, balancing, flushing, and commissioning activities.
  • Ensure all MEP systems are fully operational before project handover.
  • Manage defect rectification and final close-out activities.

Authority Approvals & Compliance

  • Manage approvals and inspections with relevant UAE authorities, including:
  • Dubai Municipality
  • DEWA
  • Dubai Civil Defense
  • DDA
  • Trakhees
  • RTA (where applicable)
  • Telecommunications providers
  • Ensure compliance with UAE regulations, local codes, and project specifications.

Commercial & Cost Control

  • Review MEP-related variations, claims, and technical proposals.
  • Support procurement in evaluating subcontractors, suppliers, and technical compliance.
  • Identify cost-saving opportunities through value engineering without compromising quality or functionality.
  • Monitor MEP budgets and productivity.

Health, Safety & Quality

  • Ensure compliance with HSE policies and safe work practices.
  • Monitor QA/QC processes and conduct quality inspections.
  • Ensure all MEP installations meet contractual and statutory requirements.

Stakeholder Management

  • Liaise with clients, consultants, developers, subcontractors, and suppliers on all MEP-related matters.
  • Attend progress meetings and provide technical reports and project updates.
  • Build and maintain strong working relationships with internal and external stakeholders.

Team Leadership

  • Lead, mentor, and develop MEP Engineers, Site Engineers, Coordinators, and Supervisors.
  • Allocate resources effectively and drive high team performance.
  • Promote collaboration, accountability, and continuous improvement.

Qualifications

  • Bachelor's Degree in Mechanical Engineering or Electrical Engineering (Mandatory).
  • Master's Degree in Engineering or Construction Management is an advantage.
  • PMP certification is highly desirable.
  • Membership of a recognized engineering institution is preferred.

Experience

  • Minimum 15 years of experience in MEP engineering and building construction.
  • At least 7 years in an MEP Manager or Senior MEP leadership role.
  • Proven experience delivering large-scale building projects in the UAE/GCC.
  • Strong contractor-side experience is mandatory.
  • Experience managing the complete MEP lifecycle from design through commissioning and handover.
