The Utilities / Authorities Connections Engineer is responsible for managing all aspects of final utility connections and government approvals for construction projects in the UAE. This role focuses on strategic coordination with local authorities and service providers to secure No Objection Certificates (NOCs), permits, inspections, and final connections for all utilities. The primary objective is to ensure projects achieve timely completion, energization, and successful handover to clients.

Key Responsibilities:

1. Utilities & Authority Coordination

  • End-to-End Connection Management: Oversee all temporary and permanent utility connections, including:
  • Electricity (DEWA, ADDC, Etihad WE)
  • Water Supply
  • Sewerage & Drainage Networks
  • District Cooling
  • Gas Supply
  • Telecom and ELV (Extra Low Voltage) systems
  • Regulatory Liaison: Act as the primary point of contact for submissions, approvals, inspections, and final clearances with key authorities such as:
  • Dubai Electricity and Water Authority (DEWA)
  • Abu Dhabi Distribution Company (ADDC)
  • Etihad Water and Electricity (Etihad WE)
  • Dubai Civil Defence / Abu Dhabi Civil Defence
  • Relevant Municipalities and Planning Authorities (e.g., DM, DDA, TRA, etc.)
  • Query Management: Track authority comments and inspection snags, ensuring timely responses, resubmissions, and closure of all technical queries.

2. Final Connection & Project Close-Out

  • Service Activation: Coordinate the final stages of utility connections, including energization, water supply activation, sewer tie-ins, and telecom service activation.
  • Inspection & Testing: Arrange, schedule, and attend all final inspections, testing, and commissioning activities with authority representatives.
  • Documentation Handover: Ensure all as-built drawings, test reports, and material approvals are compliant and approved by the authorities.
  • Final Approvals: Obtain all necessary Final NOCs, connection letters, and clearance certificates required for:
  • Issuance of the final Completion Certificate (CC).
  • Securing Building Completion / Occupancy Permits.
  • Successful client handover and project close-out.

3. Technical & Site Coordination

  • Stakeholder Liaison: Coordinate effectively with:
  • Main Contractors and MEP Subcontractors.
  • Consultant Engineers and Project Management teams.
  • Directly appointed utility contractors and service providers.
  • Site Readiness: Conduct site walks to verify readiness for authority inspections, ensuring all infrastructure meets the required standards before connection requests.
  • Problem Solving: Proactively resolve any technical or procedural issues raised by authorities that could delay project timelines.

4. Documentation & Compliance

  • Submission Management: Prepare, review, and manage all authority-related documentation, including:
  • Application forms and fee structures.
  • Technical submissions, design drawings, and load calculations.
  • Method statements, material approvals, and inspection requests.
  • Financial Tracking: Monitor and track payments for utility connection fees, security deposits, and any other related charges to ensure accounts are settled promptly.
  • Regulatory Compliance: Ensure all work is executed in strict compliance with UAE authority regulations, approved project specifications, and contractual requirements.

Qualifications & Experience:

  • Bachelor's degree in electrical engineering, Mechanical Engineering, or MEP Engineering.
  • Minimum of 37 years of relevant experience in utilities connections or authority coordination within the UAE.
  • Proven track record of successfully handling final utility connections and obtaining final approvals for completed projects.
  • Strong, demonstrable familiarity with UAE authority procedures (DEWA, ADDC, Civil Defence, etc.) and their specific approval workflows.
  • Deep understanding of UAE utility infrastructure processes and design standards.
  • Excellent ability to coordinate between site teams, consultants, and government bodies simultaneously.
  • Strong verbal and written communication skills to interact effectively with both technical and non-technical stakeholders.
  • Proven ability to manage multiple authorities, strict deadlines, and high-pressure project timelines.
  • High level of accuracy in documentation and compliance reporting.
