Role Purpose
- Provides leadership to the NIA Infrastructure Contracts Management functions across full lifecycle Strategy / Establishment / Administration / Closure- to ensure effective programme delivery.
- Provides in-house commercial and risk management acumen to be applied to the development of delivery/business strategy and project implementation.
Key Accountabilities & Activities
- Provide leadership to the Contract Management function including pre-award Procurement, Contract Administration, claims management / dispute resolution, and contract close-out for engineering and construction contracts.
- Represents the Employer at meetings with consultants & contractors relating to contracts and claims.
- Advises the NIA Leadership Team on all contractual matters and claims.
- Direct responsibility for contract administration of the Executive Project Manager Contract.
- Ensures maintenance of all consultant and contractor securities and insurances.
- Provides oversight and guidance in administering Contractor's claims including Extension of Time etc.
- Attends Progress Meetings with Contractors and Consultants as required.
- Manages the pre-award procurement interface between the Executive Project Manager (EPM) consultant and Employer Procurement to ensure the successful and timely delivery of fully executed Contracts and Purchase Orders. Includes Requests (PRF), Tender Committee requirements (Tender Plans, Award Recommendations, etc).
- Manage Procurement Status Report (PSR) tracking
- Review of tender documents in respect of contractual matters, scope gaps and discrepancies and managing the closure of these matters.
- Provides input into the Contracting Strategy.
- Leads and participates in commercial clarifications and resolution of contractual matters during the procurement process.
- Leads and participates in the commercial evaluation of construction RFP's and develops Commercial evaluation Reports.
- Provides daily oversight of the Executive Project Management Contract Management function including adherence to Employer Procedures.
- Provides formal written reports on the Contracts and Procurement status to management..
- Any other duties as and when assigned.

Knowledge, Skills and Experience
Role specific requirements
- Over 15 years of construction industry experience, with at least 5 years senior executive experience earned with Project Management Consultant's.
- At least 10 years of industry experience gained in the Gulf Region.
- Proven track record of leading a programme management office for a major contractor or consultant delivering significant programmes of work.
- Demonstrated track record of Enterprise Risk Management.
- Demonstrated track record of Business and Programme Control implementation within the construction sector.
- Extensive knowledge of all facets of construction implementation.

Qualifications
- Bachelor's degree in Construction Management or equivalent qualification.
