About this role:
NOC Review & Processing
- Review and validate NOC applications, engineering drawings, and supporting documentation for accuracy, completeness, and compliance.
- Ensure all submissions align with applicable regulatory authority requirements, standards, and internal policies.
- Process and issue NOCs within defined timelines, maintaining high standards of quality and service delivery.
Technical Evaluation
- Conduct detailed assessments of drawings, method statements, and scopes of work related to NOC requests.
- Identify potential conflicts, risks, or non-compliance issues and provide practical, compliant solutions.
- Ensure alignment with existing infrastructure, utilities, and site constraints.
Stakeholder Coordination
- Liaise effectively with government authorities, consultants, contractors, and internal stakeholders to facilitate approvals.
- Provide clear technical guidance on NOC requirements, submission processes, and compliance standards.
- Proactively follow up on submissions to ensure timely approvals and closure of comments.
Compliance & Documentation
- Ensure full adherence to local regulations, HSE standards, and organizational governance frameworks.
- Maintain accurate, organized records of all NOC submissions, approvals, and correspondence.
- Support internal and external audits by ensuring documentation integrity and traceability.
Process Improvement & Service Excellence
- Identify opportunities to enhance NOC processes, reduce turnaround times, and improve efficiency.
- Support digitalization initiatives and workflow automation to streamline operations.
- Contribute to continuous improvement efforts, ensuring high levels of stakeholder satisfaction and service excellence.
- Occupational and workplace Health and Safety responsibilities:
- In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible for familiarizing themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduces new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.
- Information Security responsibilities:
- Comply with Basatin Information Security Policies
- Be aware of and fulfil their information security responsibilities
- Ensure whoever handles sensitive company information has taken the Security Awareness Training
- Know how to report a security incident (to IT ServiceDesk or InfoSec).
- Not Disable his/her OS firewall and/or Antivirus
- Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
- Accept accountability of his/her individual user accounts and maintain confidentiality.
Qualifications:
- Bachelor's degree in Civil, Electrical, or Mechanical Engineering, or a related discipline.
- Knowledge of local authority regulations and NOC procedures is preferred.
- Relevant certifications or training in project coordination, compliance, or HSE are an advantage.
- Minimum 3–5 years of experience in engineering, construction, utilities, or infrastructure projects.
- At least 2–3 years of experience in NOC processing, authority approvals, or project coordination.
- Strong understanding of engineering drawings, construction practices, and utility coordination.
- Knowledge of local authority regulations and NOC procedures.
- Ability to review submissions for compliance and identify risks.
- Proficiency in MS Office and document control systems.
- Strong analytical thinking and attention to detail.
- Effective stakeholder coordination and communication skills.
- Ability to manage multiple priorities and meet deadlines.
