We are currently seeking a qualified individual to serve as a NOC Engineer / Stakeholder Engineer/Specialist. Responsibilities:
- Liaise with all stakeholders, Authorities, Consultants and Contractors on all project related documents such as nocs, Permits, and Approvals on design and construction related, handover requirements and handover work.
- Preparation of reports, manuals and guideline documents pertaining to specific handover and stakeholder issues as required by the client.
- Provide support to the Construction Supervision team & client representative to oversee the handover process of the contracts.
- Liaise with Design Consultants and Contractors including reviewing technical design and providing comments where applicable.
- Coordination with other relevant disciplines, such as Engineers, Mechanical and Electrical Engineers, Architects etc.
- Attend weekly / monthly meetings as necessary for all types of projects, keep track, record all required actions by all stakeholders, and follow up on the progress as required.
- Liaise with Key Stakeholders and Authorities to ensure a smooth handover of assets on completion of works.
- Provide handover and stakeholders input to weekly / monthly reports.
- Ensure the timely review of all documents submitted by the Consultant and/or Contractor.
- Inform the Team Leader of any potential delays in the project completion or milestones.
- Participate in all site safety training and comply with all site safety protocols.
- Provide all necessary on-site direction and work with teams to complete the handover tasks.
- Ensure correctness and completeness of As-Built drawings, O&M manuals and all related authorities checklists and documents.
- Establish NOC trackers to track NOC status and ensure timely intervention to ensure approval on time.
- Coordination with client's dealings (both internal and external) and liaise with all government offices and service authorities in UAE for all technical queries and issues.
- Monitor project schedules regularly to determine any delays or deviations related to NOC progress.
Qualifications/Skills Required:
- Bachelor's degree in engineering in Architecture.
- Minimum 10 years of experience in a stakeholder/NOC Coordination position, liaising with authorities in Dubai.
- Proven experience of dealing with and liaising with government authorities in Dubai and their NOC system.
- You must possess excellent oral and written communication skills in English. Arabic would be an advantage.
- Permitting activities with the Eng Consultants office in Dubai/Jafza is preferred.
- Preferred candidates from architectural or civil background.
