Job Description

Lead and govern the commercial aspects of nuclear fuel procurement activities, ensuring that sourcing strategies, negotiations, contract structures, pricing mechanisms, and risk allocations deliver sustainable value, cost efficiency, and contractual protection for the organization.

Policies And Procedures

Responsibilities and Accountabilities:

• Comply with Nuclear Fuel Procurement Policies, Procedures and Processes in order to ensure alignment with Nuclear Fuel Management Division and generally across ENEC Organization including Finance, Legal, Procurement and Supply Chain, etc.

Nuclear Fuel Fabrication Procurement

Responsibilities and Accountabilities:

• Lead the development of nuclear fuel fabrication tendering process (development of tender documents, evaluation criteria, evaluation of bidders, negotiations and final recommendation and award of contracts).

• Lead the financial and commercial evaluation of bids, including the development of financial model, cashflow, commercial analysis and payment structures including escalation formulas

• Leads the development and maintenance of a sustainable rolling fabrication procurement plan to support Barakah power generation forecast.

• Prepares the Alternative Fuel tender and executes the exercise to award the most cost-effective alternate fuel assembly for Barakah.

• Lead the 5-year budget planning activities that will be required for the fuel procurement activities

• Participates in the development of feasibility and strategic fabrication studies for the purpose of security of supply of fuel assemblies to Barakah.

• Oversee the implementation of fuel fabrication facility long term planning and business development for a potential UAE facility.

• Supports the development and implementation of a continuous nuclear fuel fabrication training program in order to ensure knowledge transfer and sustained capability to procure and manage nuclear fuel supply contracts in the future.

Effectively communicate with both internal and external stakeholders in order to build and nurture mutually beneficial working relationships.

• All individuals take personal responsibility for safety; follow company HSE policies, procedures and instructions; avoid complacency and continuously challenge existing conditions and activities in order to identify discrepancies that might result in error or in appropriate action; report any situation that could present a hazard; not intentionally or recklessly interfere with or misuse anything provided at the workplace in the interest of health, safety, welfare or protection or management of the environment.

• Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and corporate assets.

• Follow all relevant Business Continuity and Resilience requirements for compliance with, and adherence to, policies, procedures and instructions related to the effective planning for, and response to, incidents and/or business disruptions in order to continue critical business processes and activities with minimal adverse impact

Minimum -

• Bachelor's degree in engineering or business Administration

• 6-7 years relevant experience in nuclear fuel fabrication and/or contract administration at a nuclear utility or selling nuclear fuel related products and services as a nuclear fuel supplier or any related projects

• Experience in dealing with nuclear and other regulatory agencies regarding nuclear fuel contract management.

• Negotiating experience in 4 or more years in the nuclear fuel procurement or similar

• Experience in performing financial analysis, business process analysis, economic forecasting, and modeling

Nuclear fuel contract management experience or similar industry contracts

Preferred -

• Master's degree in engineering or business Administration (MBA).

• Professional certifications in procurement and financial areas

• 8 supervisory role experience in nuclear fuel fabrication and/or contract administration at a nuclear utility or selling nuclear fuel related products and services as a nuclear fuel supplier.

• Experience in developing and performing financial analysis, business process analysis, economic forecasting, and financial modeling.

• Has international experience in managing projects.
