Job Description

(OIL LOSS & MEASUREMENT ENGINEER)

PURPOSE OF WORK

To be responsible for auditing, monitoring and assessing the refinery Hydrocarbon Liquid Custody Transfer Measurement equipment and work processes. In addition, he will provide a professional technical guidance on international standards, operational processes, their optimization, facility design and solution to all aspect of liquid custody transfer measurement problems. Moreover, he will perform technical audits of Samref liquid measurement facilities and provide recommendations for their improvements.

The measurement reliability engineer must ensure he keeps good communication with the Business Teams with which he is involved and with the maintenance organization. Finally, he is responsible for stewarding refinery oil loss, HCP compliance and issue a performance report of Hydrocarbon Measurement.

REGULAR ASSIGNED DUTIES

  • Equipment Strategies

Responsible for the equipment strategies for the equipment in his specialty. To make this equipment strategy, he works in a cross-functional team in which the equipment strategy is defined based on the required performance and maintenance. In this team he is the one that is familiar with the equipment strategy methodology and acts as a facilitator.

The equipment strategy is the basis for the short and long-term maintenance planning for the unit and for the yearly planning and budget development. As preparation for this, the measurement engineer makes an overview of the required maintenance in the past period in relation to the existing equipment strategy and evaluates if and where a change of this equipment strategy is required. For the area of Safety, Health and Environment (SHE) this evaluation shall be the basis for reporting to the Safe Operations Committee (SOC).

  • Improvement Suggestions and New Installations

From, knowledge of the unitsystem and the continuous follow-up of the performance, the measurement engineer needs to be aware of the limits of the equipment in the unit. In situations when this performance is limiting, the measurement engineer will make the required evaluations and give recommendations for improvements to increase the profitability of the Business Unit.

To be able to bring up and evaluate improvement suggestions, he will, on a regular basis, be a member of special multi-functional teams. The measurement engineer can be the leader or part owner of an improvement idea. The measurement is then responsible for the development from idea to design specification.

During the installation phase of an improvement idea, the measurement engineer takes care of the optimal use of the equipment and for the design of the required changes to the equipment. During the detailed engineering phase of a project, the measurement is responsible for the optimal design and technical integrity of the improvement for his trade. During the EPC phase of a project, the measurement engineer is responsible for the NPQC.

  • Works as Role of Site Hydrocarbon Measurement Engineer - Responsible for implementing the API MPMS standard & maintaining Compliance for Samref Refinery procedures.
  • Participates / lead on Samref Oil Lose Committee.
  • Responsible for refinery interface with Independent Inspection, meter proving & tank calibration companies for hydrocarbon measurement issues & ensuring these Contractors meet required safety, measurement standards and company procedures.
  • Perform technical audits of Samref measurement facilities and provide recommendations for their improvements
  • Responsible for evaluating measurement equipment to maintain and/or increase reliability through review of current / historical data & trends.
  • Prime input to the production of meter proving and tank calibration, and other oil loss services by:
  • Carries out the process of checking and inputting tank strapping data
  • Administrator for relevant Hydrocarbon Receipts & Deliveries.
  • Take the lead in investigating the ships vs shore volumes discrepancies.
  • Participates in internal audits, assessments and in-line-controls checks.
  • Gives support in the development of operational and maintenance procedures and on request gives training to operation and mechanical technicians
  • Leads investigations when Refinery oil loss is outside tolerance.
  • For every improvement and new installation project, the measurement reliability engineer acts as the owners engineer and takes care of making or changing the equipment strategy to fit the new situation. The measurement reliability engineer will give support to the maintenance organization and the process organization by establishing the required process and maintenance procedures to ensure new equipment has an optimal economic life-cycle and meets forward reliability objectives together with refinery infra-structure plans for measurement systems.

EDUCATION:

Bachelor's degree in engineering (Chemical, Mechanical or Instrumentation & Control).

EXPERIENCE / SPECIALIZED KNOWLEDGE:

  • Minimum of 6 years of related experience and thorough knowledge of measurement principles, standards, Equipment and measurement Engineering Technology.
  • Extensive hands-on experience in the areas of measurement maintenance, troubleshooting, and repair. Good understanding of refinery principles and techniques.
  • Operational experience involving dynamic and static Hydrocarbon measurement.
  • Numerate and computer literate and Strong Analytical skills
