Job Title: F&M Manager deputy – MOH Government Hospital Operations (O&M)

Department: Operations & Maintenance (O&M) / Project Management

Role Overview

As Saudi Arabia rapidly advances its Vision 2030 Healthcare Sector Transformation Program, the management of hospital operations and facilities is evolving. We are seeking an experienced Projects Specialist to oversee the comprehensive Operations & Maintenance (O&M) of government hospital projects. This role focuses on the non-clinical engine of the hospital—managing facility management (FM) contracts, biomedical engineering services, hospital commissioning, and Public-Private Partnership (PPP) operational frameworks. With 5 to 10 years of experience, the ideal candidate will ensure that Ministry of Health (MOH), military, or Health Cluster facilities operate at peak efficiency, strictly adhering to national safety standards and contractual SLAs, allowing clinical teams to focus entirely on patient care.

Key Responsibilities

Operations & Maintenance (O&M) Contract Management

  • Oversee and manage large-scale O&M contracts and third-party vendors responsible for Hard FM (building maintenance, electromechanical systems) and Soft FM (housekeeping, catering, waste management, security).
  • Monitor vendor performance against strict Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), enforcing penalties or corrective action plans when necessary.
  • Act as the primary liaison between the government entity (e.g., MOH, Health Clusters, National Center for Privatization) and private operational contractors.

Biomedical/Medical & Supply Chain Operations

  • Manage projects related to the lifecycle of medical capital equipment, coordinating with the Biomedical Engineering department to ensure preventative maintenance schedules are executed flawlessly.
  • Work alongside NUPCO and local distributors to ensure that the operational supply chain for non-clinical consumables and spare parts is uninterrupted.

Financial Planning & OPEX Optimization

  • Assist in the preparation and management of the hospital's operational expenditure (OPEX) budget.
  • Identify cost-saving opportunities within utility consumption (energy, water) and vendor contracts without compromising the quality of the hospital environment.

Key Performance Indicators (KPIs)

  • SLA Compliance: Maintain an SLA adherence rate of 95%+ across all outsourced Soft and Hard FM contracts.
  • Commissioning Timelines: Successfully launch and hand over new hospital operational zones on schedule with zero critical defects.
  • Equipment Uptime: Ensure 99% uptime for critical facility systems (e.g., medical gases, emergency power, elevators) and major biomedical equipment.
  • Audit Success: Achieve zero major non-conformities during CBAHI facility and safety audits.

Qualifications & Experience

  • Education: Bachelor's degree in Engineering (Mechanical, Electrical, Civil, or Biomedical), Facilities Management, or Healthcare Administration.
  • Experience: 5 to 10 years of hands-on experience in hospital operations, facility management, or O&M project management within the Saudi Arabian government or large-scale private healthcare sector.
  • Certifications: PMP (Project Management Professional) is highly preferred. Certifications in Facilities Management (e.g., IFMA, BIFM) or Healthcare Facility Management (CHFM) are a significant advantage.
  • Language Skills: Professional fluency in both Arabic and English is mandatory for managing site-level staff, drafting reports, and engaging with government stakeholders.

Core Competencies

  • Deep technical understanding of hospital infrastructure, including medical gas pipelines, negative pressure rooms, and sterile processing departments (CSSD).
  • Strong contract negotiation and vendor management skills, with experience handling multi-million-Riyal government O&M tenders (Etimad).
  • Exceptional problem-solving abilities and crisis management skills to handle facility emergencies (e.g., power outages, system failures) calmly and efficiently.
  • Proficiency in Computerized Maintenance Management Systems (CMMS) and standard project management software.
