Job Purpose:
To lead the development and execution of workforce planning and organization design strategies that align manpower, structure, and resources with the HBKU's strategic objectives. This role ensures data-driven decision-making, effective manpower utilization, and sustainable organizational design across all business units within the University.
Key Result Areas:
- Lead and manage the annual manpower budgeting process, ensuring timely collection, validation, and presentation of data in alignment with HR and Finance strategies
- Collaborate with HBKU entity HR Focal points and business leaders to develop and implement annual and long-term workforce plans that support strategic business goals
- Provide expert advice and data-driven recommendations on workforce planning matters, including headcount planning, budget allocation, and manpower utilization analytics
- Assess unbudgeted and additional headcount requests by conducting justification analyses to support strategic and operational decision-making
- Support the development of policies and procedures pertaining to organizational design and workforce planning
- Ensure all manpower requisitions and staff movements are in line with the approved organization structure and policies
- Develop and maintain workforce planning policies and procedures, contributing to the overall manpower planning strategy of the organization
- Monitor and refine workforce planning processes to improve efficiency and adapt to changing business needs
- Facilitate the Quarterly staff cost forecast exercise in coordination with relevant business units
- Discuss, validate and challenge, when necessary, rationale for organizational changes with departments, and provides detailed assessment
- Design and implement organization development initiatives, such as restructuring and job redesign, in close collaboration with business stakeholders
Minimum Knowledge, Skills & Experience:
- Bachelor's degree in human resources, Business Administration, or related field
- 6-8 years of experience specializing in organizational design and workforce planning
- Hands-on experience in job evaluation systems and methodology
- Strong knowledge of organizational design principles and workforce planning methodologies
- Experience with HR analytics and workforce planning tools
- Experience in enterprise resource planning module Oracle EPM, SAP etc.
- HR professional qualifications e.g., CIPD, SHRM preferred
