What We Need

We are seeking a highly experienced People Operations Professional to lead the end-to-end People Operation function in KSA. The ideal candidate will possess expert-level knowledge of KSA labor laws and local legislation, coupled with a proven track record of supporting global organizations. This role combines strategic People Operations leadership with country-level coordination responsibility for Saudi Arabia (KSA). The position is pivotal in building, localising, and scaling People Operations capabilities while acting as the primary HR and people-related interface for customers, partners, and internal stakeholders in KSA.

What You'll Do

HR Strategy :



  • Develop and implement HR strategies that align with organizational objectives and local requirements.
  • Provide strategic HR support to the CPO and Executive Team, and collaborate cross-functionally with Oivan HR Global team, Talent Acquisition, and Finance.
  • Manage and maintain local and internal labor market benchmarking, identifying intersections and diversions, and making recommendations to resolve anomalies.
  • Review and cross-reference Oivan C&B with competitors, make recommendations accordingly.





Compliance & Labor Law Expertise:

  • Act as the local subject-matter expert on KSA labor laws, employment regulations, Saudization policies, and HR best practices
  • Ensure full compliance across all HR activities, contracts, policies, and employment practices within Oivan and in collaboration with partners.
  • Provide guidance on employment legislation, dispute resolution, disciplinary matters, and employee lifecycle compliance
  • Monitor regulatory changes, assess risks, and proactively advise leadership on required actions.
  • Support audits, inspections, and compliance reviews related to labor authorities or customer requirements.



Employee Relations & Engagement:

  • Manage and develop a local HR team of two Human Resource Specialists, setting clear priorities, coaching, and ensuring operational excellence
  • Act as a trusted advisor to employees and managers, fostering a positive, inclusive, and high-performance work culture.
  • Coach and support local and regional leadership, enabling effective people management practices.
  • Drive and continuously improve local performance management, development, and feedback processes, aligned with global frameworks.
  • Lead engagement initiatives, wellbeing programs, and retention strategies tailored to the KSA context.

Office Operations & Logistics:



  • Oversee office property operations, including facilities management, vendor coordination, and lease agreements in conjunction with local operations manager.
  • Manage logistics and ensure smooth operational workflows for the office.

Customer-Facing People Operations & Projects (KSA)

Act as a people operations partner for customers, supporting:

  • Workforce setup and scaling
  • Compliance and employment model discussions
  • HR process alignment for joint delivery
  • Lead HR-related customer projects, such as onboarding frameworks, workforce transitions, and local policy implementations.
  • Represent Oivan's people practices professionally in customer and partner engagements.

What You Have

  • 8+ years of experience in HR / People Operations, with strong exposure to KSA labor law and employment practices.
  • Proven experience acting as a country HR lead, HR business partner, or people operations manager in a regulated environment.
  • Experience working with international or global HR teams and aligning local practices with global frameworks.
  • Prior exposure to customer-facing HR or people-related projects is highly desirable
  • Deep, hands-on knowledge of Saudi labor law, Saudization requirements, and employment regulations.
  • Strong understanding of compensation benchmarking, benefits design, and workforce planning.
  • Ability to translate legal and regulatory requirements into practical people processes.
  • Strong stakeholder management skills, able to influence senior leaders, customers, and external partners.
  • Comfortable operating in ambiguity, building processes from scratch, and scaling them over time.
  • Fluent in English; Arabic proficiency is a strong advantage.
