Job Description
Role Objectives:
The Personnel Manager is accountable for the overall governance, performance, and regulatory compliance of the Personnel function across Breadfast. The role leads the Personnel team, ensuring accurate, timely, and employee-focused delivery across the employee lifecycle, including onboarding, offboarding, contract renewals, social insurance, labor-office compliance, personnel records, employee requests, attendance support, and statutory inspections.
The role translates the People Operations strategy into effective operating plans, service standards, controls, and team priorities, while acting as the senior escalation point for personnel matters and partnering with relevant internal teams and government authorities to ensure compliance, data integrity, audit readiness, and continuous improvement.
Roles & Responsibilities:
- Lead, coach, and develop the Personnel team, setting clear objectives, priorities, and performance expectations.
- Own the Personnel operating model, KPIs, SLAs, controls, and service standards, ensuring efficient and compliant service delivery.
- Govern end-to-end employee lifecycle processes, including onboarding, offboarding, employee movements, contract renewals, and personnel requests.
- Ensure accurate and timely execution of Social Insurance and Labor Office requirements, including statutory submissions, reconciliations, inspections, and follow-up.
- Maintain effective relationships with government authorities and act as the senior escalation point for personnel-related matters and compliance issues.
- Govern personnel records and employee master data across HR systems and personnel files, ensuring accuracy, confidentiality, accessibility, and audit readiness.
- Oversee attendance validation and personnel inputs supporting Payroll, ensuring accurate and timely submissions and resolution of discrepancies.
- Review personnel reporting and dashboards, including headcount, social insurance, compliance, backlog, and service-performance reports, providing relevant insights to management.
- Identify operational, legal, and data risks and ensure appropriate corrective actions are implemented and escalated where required.
- Lead personnel process improvement and automation initiatives, ensuring effective implementation and sustainable adoption.
- Establish and maintain SOPs, approval matrices, quality checks, and business-continuity arrangements for critical Personnel processes.
- Partner with Payroll, Employee Relations, Talent Acquisition, Finance, Operations, Technology, vendors, and government authorities to ensure coordinated execution.
- Team capacity allocation, performance management, succession planning, and coverage plans.
- Personnel annual plan, budget inputs, and monthly management reporting.
- Social Insurance responsibilities, Forms 1, 2, and 6, monthly dues and reconciliations, authority submissions, employee printouts, as well as vehicle-license clearances.
- Acting as the senior Personnel representative during inspections, authority follow-ups, and escalations.
- Inspection readiness, including maintaining supporting records, coordinating responses, tracking observations, and formal closure of findings.
- Personnel-file governance, including scanning, archiving, retention, access controls, confidentiality, and document retrieval.
- Reconciliation and resolution of employee master-data discrepancies at source.
- Attendance cut-off controls and root-cause follow-up for recurring discrepancies.
- Automation ownership, including defining business requirements, supporting testing and system implementation, and ensuring sustainable team adoption.
- Maintain corrective-action plans and escalate material exposure promptly to the Head of People Operations and relevant stakeholders.
Required Education, Knowledge, And Skills:
- Bachelor's degree in Human Resources, Business Administration, Law,
- or a related field.
- 8+ years of progressive experience in Personnel Operations, including at least 3 years in a managerial role leading sizable teams and high-volume operations.
- Expert knowledge of Egyptian Labor Law, Social Insurance regulations, Labor Office requirements, statutory forms, inspections, and employment documentation.
- Strong experience designing controls, KPIs, SLAs, SOPs, approval matrices, audit processes, and business-continuity plans.
- Strong command of HRIS/ERP and attendance systems such as Odoo and Mawared, with advanced Excel and reporting capabilities.
- Ability to analyze trends, reconcile complex data, identify root causes, prioritize risks, and translate findings into corrective actions.
- Excellent communication, negotiation, and relationship-management skills across senior leaders, employees, governmental authorities, vendors, and cross-functional teams.
