Portfolio Manager Strategic Projects & Digital Transformation ( contract 1 year)

About the Role

As part of one of our projects with a government entity, we are seeking an experienced Portfolio Manager to lead and oversee a portfolio of strategic initiatives and digital transformation programs.

The role focuses on aligning digital initiatives with organizational strategy and national transformation objectives, while ensuring strong governance, performance oversight, and value realization across multiple programs within a structured and complex government environment.

Note: This position is offered on a one-year fixed-term contract, renewable based on project needs and performance.

Key Responsibilities

  • Manage and govern a portfolio of strategic and digital transformation projects, ensuring alignment with organizational and national strategies.
  • Develop and enhance portfolio governance frameworks, methodologies, and decision-making models.
  • Prioritize initiatives based on strategic impact, digital value, risk exposure, and resource optimization.
  • Oversee portfolio-level performance, including KPIs, budgets, timelines, and benefits realization.
  • Monitor interdependencies, cross-program risks, and transformation readiness, and develop mitigation plans.
  • Coordinate with digital transformation, IT, cybersecurity, infrastructure, and business stakeholders to ensure integrated execution.
  • Review and validate business cases, roadmaps, and implementation plans for digital initiatives.
  • Lead executive-level reporting, dashboards, and strategic updates for senior leadership.
  • Oversee vendor and contract performance related to digital and transformation programs.
  • Ensure compliance with governance, quality, cybersecurity, and risk management standards.

Requirements

  • Bachelor's degree or higher (Engineering, Information Technology, Project Management, or a related field).
  • 8+ years of experience in managing strategic projects, programs, or portfolios.
  • Proven experience within government entities, ministries, or authorities.
  • Demonstrated experience in strategic projects, digital transformation initiatives, or technology-driven programs.
  • PMP certification is mandatory.
  • Strong background in governance, budgeting, risk management, and portfolio-level reporting.
  • Ability to engage senior stakeholders and lead cross-functional teams.
  • Arabic (native) and English (professional proficiency).
