Job Purpose
- The Pre-Sales, Design & Estimation Engineer supports sales and business development teams by translating client and tender requirements into compliant and cost-effective BMS, ELV, and IoT solutions.
- The role is responsible for system design, technical proposals, compliance review, cost estimation, and value engineering to support competitive bids.
- The position ensures alignment with regulatory requirements and client expectations while contributing to successful project awards and sustainable business growth.
Roles, Responsibilities, Duties
- Technical Pre-Sales & Solution Development
- Analyse RFPs, tenders, and client requirements to define technically compliant and commercially viable BMS, ELV, IoT, and smart building solutions.
- Translate business and operational requirements into integrated system concepts and scalable solution architectures.
- Identify technical risks, assumptions, exclusions, and dependencies, and propose mitigation and value-engineering opportunities to enhance bid strength.
- Design & Engineering
- Develop conceptual and detailed system designs, including block diagrams, network architectures, point lists, and integration matrices.
- Define communication protocols, system interoperability, and integration requirements across multiple platforms and subsystems.
- Support UI/UX concepts, cybersecurity considerations, and IT infrastructure alignment for BMS and command & control environments.
- Estimation & Commercial Support
- Prepare accurate BOQs, cost estimates, and detailed pricing inputs covering hardware, software, engineering, and commissioning.
- Coordinate technical and commercial inputs with OEMs, vendors, and subcontractors.
- Review drawings, specifications, and scope clarifications to ensure completeness, accuracy, and commercial competitiveness.
- Support bid strategy development, cost optimization, and margin improvement initiatives.
- Technical Proposals & Compliance
- Prepare high-quality technical proposals, system descriptions, and compliance matrices aligned with tender and authority requirements.
- Ensure all proposed solutions comply with applicable regulations, standards, and authority guidelines (e.g., DEWA, ADDC, Civil Defence, Estidama).
- Maintain consistency between technical design, commercial submissions, and contractual scope.
- Client, Consultant & Stakeholder Engagement
- Support sales teams during technical presentations, client meetings, and scope negotiations.
- Conduct site surveys and technical workshops to validate requirements and solution feasibility.
- Respond to RFIs, technical clarifications, and tender queries in a timely and professional manner.
- Collaborate with internal teams, consultants, vendors, and partners to align expectations and secure successful project awards.
- Occupational and workplace Health and Safety responsibilities:

- Know how to report a security incident (to IT ServiceDesk or InfoSec).
- Not Disable his/her OS firewall and/or Antivirus
- Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
- Accept accountability of his/her individual user accounts, and maintain confidentiality
Competencies and Skills:
- Strong knowledge of BMS architectures, control strategies, and system integration.
- Working knowledge of ELV systems, IoT platforms, and smart building technologies.
- Understanding of HVAC systems, energy management, and building services.
- Ability to interpret technical drawings, specifications, and tender requirements.
- Basic networking knowledge and system connectivity concepts.
- Strong analytical, problem-solving, and cost-estimation skills.
- Effective communication, documentation, and time-management abilities.
Qualification:
Bachelor's Degree in Instrumentation, Automation, Electrical, Electronics, or a related engineering discipline.
Professional certifications in BMS, Automation, KNX, BACnet, or IoT systems are preferred.
Vendor certifications (e.g., Siemens, Honeywell, Schneider Electric, JCI, Tridium) are an added advantage.
Experience and Skills:
Industry Experience (No. of years):
- 48 years of experience in pre-sales, design, or estimation within BMS, ELV, smart building, or IoT projects.
Position/functional experience (No. of years):
- 35 years of hands-on experience in pre-sales engineering, system design, technical proposals, and cost estimation.
Competencies and Skills:
- Strong knowledge of BMS architectures, control strategies, and system integration.
- Working knowledge of ELV systems, IoT platforms, and smart building technologies.
- Understanding of HVAC systems, energy management, and building services.
