To lead and oversee the execution of marine and coastal construction works, ensuring compliance with approved designs, specifications, and project schedules. The role focuses on supervising site activities, coordinating contractors, and ensuring that all marine infrastructure projects are delivered safely, efficiently, and in accordance with quality standards, as well as reporting to the critical milestones and obstacles to the section manager. Responsibilities include preparation of Terms of Reference (TOR) and the compilation of Tender documents (i.e., Specifications, Bill of Quantities and Drawings) for new projects.
Key Responsibilities:
Project Execution & Supervision
- Lead the technical supervision of marine and coastal construction activities (quay walls, breakwaters, groynes, revetments, pontoons, beach rehabilitation works, etc.).
- Monitor contractor performance and ensure adherence to approved drawings, materials, and method statements.
- Review and verify construction schedules, progress reports, and recovery plans to ensure timely completion.
- Identify delays or deviations from the baseline program and propose practical mitigation actions to realign progress.
- Inspection and reporting of the Coastal development projects along Dubai coast to ensure the compliance with Local Decree and International standards and best practices.
- Review and approve the Contractor's payment applications
Site Coordination & Technical Oversight
- Conduct regular site inspections to ensure compliance with safety, environmental, and quality requirements.
- Coordinate with design teams, consultants, and contractors to resolve technical issues and design changes.
- Ensure effective interface between marine works and adjacent land infrastructure.
- Review shop drawings, material submittals, and as-built documentation for technical accuracy.
- Support the implementation of HSE plans and monitor site safety practices.
- Review progress claims, variation requests, and time-impact analyses.
- Recommend corrective measures to recover any identified schedule slippages.
- Liaise with authorities, consultants, and internal departments to facilitate approvals and inspections.
Qualifications & Experience
- Bachelor's Degree in Civil Engineering (Master's in Marine/Coastal Engineering is preferred).
- Minimum 10-15 years of experience in marine/coastal infrastructure construction (including supervision of quay walls, revetments, beach nourishment, etc.).
- PMP certification from PMI
- Familiarity with FIDIC-based contracts
- Project management experience in Dubai Emirate is preferred.
