Job Description

Job Responsibilities:-

Provide principal-level technical leadership and strategic advisory across enterprise solution architecture, digital transformation, software development, data architecture, systems integration, business analysis, and technical delivery.
Lead and technically supervise multidisciplinary teams across application development, databases, data production, integration, and supporting technical workstreams.
Define and review enterprise solution architectures across application, database, data, service, integration, security, and deployment layers.
Lead business and technical requirements analysis with senior stakeholders and translate institutional objectives into solution scope, business rules, workflows, specifications, architecture, and implementation priorities.
Direct technical approaches for enterprise integration, interoperability, data architecture, information flows, implementation governance, and solution quality assurance.
Advise on digital-transformation initiatives, target-state design, modernization priorities, implementation roadmaps, governance requirements, and institutional adoption.
Review major technical deliverables, including architecture documents, data models, integration specifications, technical documentation, implementation plans, and acceptance outputs.
Lead technical workshops, architecture reviews, stakeholder consultations, and executive discussions with government entities, external organizations, vendors, and implementation partners.
Guide resolution of complex technical issues, cross-team dependencies, architecture conflicts, integration challenges, and delivery risks.
Oversee technical delivery, quality assurance, testing readiness, acceptance support, deployment planning, production transition, knowledge transfer, and long-term solution sustainability.

Job Qualifications

Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field; a Master's degree is preferred.
20–25 years of progressive experience in enterprise solution architecture, software development, systems integration, or technical consulting, including significant experience in a principal, chief architect, or senior technical advisory capacity.
Proven track record leading large-scale, complex technology programs, ideally within government, public sector, or large enterprise environments.
Deep expertise in enterprise architecture frameworks and methodologies (e.g., TOGAF or equivalent), with demonstrated application across application, data, integration, security, and deployment layers.
Strong background in software development lifecycle, solution design, and technical delivery across modern application architectures (e.g., microservices, SOA, cloud-native, APIs).
Solid understanding of data architecture, data modeling, data governance, and enterprise data integration patterns.
Demonstrated experience defining and overseeing systems integration and interoperability strategies across heterogeneous platforms and institutions.
Experience advising on and leading digital transformation initiatives, including target-state design, modernization roadmaps, and change governance.
Proven ability to lead and technically supervise multidisciplinary teams, including developers, database engineers, data specialists, and integration teams.
Strong stakeholder management skills, with experience engaging senior executives, government entities, vendors, and implementation partners.
Excellent analytical and problem-solving skills, with the ability to resolve complex technical, architectural, and cross-team delivery challenges.
Strong command of technical documentation, including architecture blueprints, data models, integration specifications, and implementation plans.
Excellent verbal and written communication skills, with the ability to present complex technical concepts to both technical and executive audiences.
Relevant professional certifications (e.g., TOGAF, AWS/Azure/GCP Solutions Architect, PMP, or equivalent) are highly desirable.
Fluency in English required; Arabic language proficiency is an advantage, particularly for government/public-sector engagements.
