POSITION SUMMARY

This position will be part of NGHC (Neom Green Hydrogen Company) Operations based in Neom

The Principal Process Safety Engineer is the technical cornerstone to the NGHC safety culture, where safety is in our DNA. This role manages the distinct high pressure and extreme flammability hazards of green hydrogen and the toxicity hazards of green ammonia among the process operating complexities of the plant. The role is responsible to lead all safety initiatives relative to the industrial processes on behalf of NGHC, facilitating the application of engineering principles for the design, construction, operation and maintenance on the NEOM Green Hydrogen Company, with the objective to develop, implement and maintain the Process Safety Management System for the company. The incumbent shall support all interface activities between all project contractors and NGHC as needed to support all Process Safety deliverables.

NATURE & SCOPE

  • Lead and provide process safety services during the design and construction of all NEOM Green Hydrogen Company projects, including the remaining design and construction of the plant currently underway, ensuring that all related activities meet legal requirements and comply with project and industry safety standards.
  • Provide expert process leadership and support for corporate business development initiatives.
  • Serve as the Subject Matter Expert (SME) for hydrogen and ammonia safety chemistry, including embrittlement, cryogenic storage, and toxicity dispersion.
  • Provide process safety training for project engineers, asset and reliability engineers, and integrated management and continuous improvement facilitators.
  • Support operations process engineers.
  • Own the Management of Change for process safety.
  • Ensure seamless safety transitions
  • Fulfil the role of Technical Authority for Technical Safety on behalf of NGHC for both the Project and Operations
  • Establish and maintain technical safety standards, process safety operating procedures and systems as the Technical Authority
  • Develop and conduct company process safety standards, tools, programs, training programs and work processes. Identify and implement continuous improvement efforts, including sustaining capital projects, for improved safety process performance.
  • Lead and/or participate in Process Hazard Reviews, Gas Dispersion Modelling, Hazardous Area Classification, process safety studies, technical risk assessments, etc. to support the Project and Operations teams.
  • Provide process safety consulting support and recommend optimal solutions to the site's project execution, engineering, operating and commercial teams in execution of process safety requirements and to ensure compliance to Company standards and policies.
  • Assist in the interpretation of national and local process safety Regulatory/Code requirements for Saudi Arabia and provide guidance to the site team. Assist in the assessment or review for regulatory and permitting process as required.
  • Lead and support Root Causes Analysis (RCA) investigations for process safety.
  • Apply Human Performance principles to process safety, particularly with RCAs and MOCs.
  • Lead, facilitate, and train staff on HAZOP, HAZID, LOPA, and Quantitative Risk Assessments (QRA).
  • Function as industry liaison to best practices in process safety including the Center for Chemical Process Safety (CCPS) in the American Institute of Chemical Engineers (AIChE) and The Mary Kay O'Connor Process Safety Center.
  • Participate in leading industry forums to keep NGHC on the cutting edge of safety.
  • Influence emerging global standards to improve industry safety practices while providing cost effective solutions.
  • Oversee advanced consequence modeling for fire, explosion, and toxic gas release scenarios.
  • Collaborate with the control systems engineers and instrument engineers to manage the Safety Instrumented Systems (SIS) lifecycle to ensure that the Safety Integrity Levels (SILs) meet targets.
  • Identify and facilitate engineering and administrative improvements to reduce risk.
  • Lead process safety standard improvement initiatives.
  • Work closely with the NGHC projects and O&M team.
  • Conduct dangerous goods assessments and compliance checks in support of permitting or licensing requirements.
  • Provide support as required to ensure the successful implementation and execution of the NGHC Audit Plan

PRINCIPAL DUTIES AND RESPONSBILITIES

People Management

Will manage the contractors that provide project, engineering, and construction services.

ESSENTIAL EDUCATION and/or QUALIFICATIONS REQUIRED

Bachelor's degree in engineering with experience in Process and Process Safety Engineering.

DESIRED EDUCATION and/or QUALIFICATIONS REQUIRED

Training or certification from the Mary Kay O'Connor Process Safety Center (MKOPSC)
