About the Company

We are a Dubai-based construction contracting company backed by a reputed developer, delivering high-quality residential and commercial projects across the UAE. As part of our expansion, we are looking to hire a Procurement Engineer with strong experience in construction procurement within a contracting environment.

Role Summary

To manage end-to-end procurement activities for civil construction projects, including high-rise buildings and villa developments. Responsible for sourcing, negotiating, and ensuring timely delivery of all project materials, equipment, and subcontracted works in line with budget, time, and quality requirements.

Ensuring procurement activities align with project construction schedules, cash flow forecasts, and project milestones to avoid delays.

Key Responsibilities

1. Procurement Planning & Project Understanding

Review and understand project specifications, drawings, and BOQs for all civil and related packages

Coordinate with Quantity Surveyor for BOQ alignment and budget compliance

Prepare and manage procurement schedules and maintain procurement tracker in alignment with project timelines and budgets

Track long-lead items and proactively manage procurement risks

2. Supplier & Subcontractor Sourcing

Conduct market research to identify new suppliers and subcontractors

Identify, evaluate, and prequalify suppliers and subcontractors for all material and service needs

3. Tendering & RFQ Management

Prepare RFQs and obtain competitive quotations from suppliers and subcontractors

Conduct technical and commercial evaluations

Prepare detailed commercial comparison sheets and procurement recommendations

Participate in subcontractor finalization meetings with management

4. Negotiation & Award

Negotiate pricing, payment terms, and delivery schedules to optimize cost and value

Assist in finalizing subcontract agreements with Commercial team

Issue purchase orders and subcontracts in coordination with management and project teams

5. Procurement Execution & Coordination

Ensure materials comply with approved material submittals and consultant approvals

Coordinate closely with site engineers, consultants, and suppliers to ensure timely material delivery

Support project team during project execution for urgent procurement requirements

6. Vendor Management & Performance Monitoring

Monitor supplier performance and maintain strong vendor relationships

7. Cost Control & Compliance

Support cost control and value engineering efforts by identifying cost-saving opportunities

Ensure compliance with company procurement policies, quality standards, and contractual requirements

8. Documentation, Reporting & Close-Out

Maintain proper procurement documentation for audit and project records

Ensure timely closing of procurement packages in line with project program

Key Packages Exposure Required

Structural Works: Concrete, reinforcement, formwork

Finishing Works: Blockwork, plaster, painting, tiles, marble, joinery, ceiling

Infrastructure Works: Utilities, drainage, road works

MEP Interface Coordination

Waterproofing, faade, aluminum & glazing, steel, and landscaping packages

Joinery packages

Fit-out packages

Kitchen and wardrobe packages

Elevator packages

Specialist subcontract packages

Qualifications & Skills

Education: Bachelor's degree in civil engineering or related field

Experience

Preferred Experience

Proven track record in managing procurement for multiple high-rise towers, luxury villas, and mixed-use developments

Experience working with reputed UAE contractors

5 to 7+ years of experience in procurement for civil works in high-rise and villa projects

Industry: Construction / Contracting (GCC experience preferred)

Experience working with Main Contractors is Mandatory

Skills

Strong technical understanding of civil and finishing materials

Excellent negotiation and communication skills

Proficient in MS Office, ERP/Procurement systems

Strong vendor management and documentation skills

Ability to work under pressure and meet deadlines

Strong knowledge of UAE supplier and subcontractor market

Strong commercial awareness and cost analysis skills

Ability to read and interpret construction drawings

Strong coordination with site and commercial teams

Knowledge of subcontract terms and conditions

Ability to handle multiple packages simultaneously
