Job Description

The Procurement Engineer is responsible for managing the end-to-end procurement process for interior fit-out, joinery, and construction projects. The role ensures timely sourcing, cost-effective purchasing, and delivery of materials, finishes, equipment, and subcontracted services in compliance with project specifications, quality standards, and timelines.

The Procurement Engineer works closely with Project Managers, Project Engineers, Technical Teams, Site Teams, Finance, and Suppliers to ensure smooth material flow, budget control, and compliance with contractual and regulatory requirements.

Key Roles & Responsibilities

1. Procurement Planning & Strategy

  • Develop and implement project-specific procurement plans aligned with project schedules and budgets.
  • Analyze BOQs, drawings, and specifications to determine material and subcontract procurement requirements.
  • Coordinate with Project Managers and Engineers to prioritize long-lead and critical items, especially joinery materials and finishes.

2. Vendor & Subcontractor Management

  • Identify, evaluate, prequalify, and maintain a reliable supplier and subcontractor database.
  • Obtain, review, and technically/commercially evaluate quotations and proposals.
  • Negotiate pricing, payment terms, delivery schedules, and contractual conditions to achieve best value.
  • Establish and maintain strong relationships with suppliers and subcontractors to ensure performance and reliability.

3. Material Procurement & Expediting

  • Issue purchase requisitions (PRs), purchase orders (POs), and subcontracts in line with company procedures.
  • Track and expedite material deliveries to ensure alignment with site requirements and installation schedules.
  • Coordinate with site teams to ensure proper storage, handling, and timely availability of materials.
  • Monitor factory production schedules for joinery and bespoke items.

4. Cost Control & Budget Management

  • Ensure all procurement activities comply with approved project budgets.
  • Identify cost-saving opportunities without compromising quality or project timelines.
  • Support the Project Manager and Commercial Team in cost tracking, forecasting, and variance analysis.
  • Maintain accurate records of procurement costs and commitments.

5. Technical & Quality Compliance

  • Ensure procured materials, finishes, and equipment comply with approved shop drawings, specifications, mock-ups, and samples.
  • Coordinate material submittals, approvals, and compliance documentation with the Technical and QA/QC teams.
  • Address non-conforming materials or supplier performance issues promptly.

6. Coordination with Project & Site Teams

  • Liaise closely with Project Engineers, Site Engineers, and Technical Departments to align procurement activities with construction progress.
  • Support site teams by resolving material shortages, delivery delays, or specification clarifications.
  • Attend coordination meetings as required to ensure seamless project execution.

7. Contractual & Documentation Control

  • Prepare and manage procurement documentation, including:
  • Purchase Orders and Subcontracts
  • Delivery schedules and tracking logs
  • Material submittals and approvals
  • Supplier agreements and variations
  • Ensure procurement documentation complies with contract terms and company policies.

8. Invoicing & Payment Coordination

  • Verify supplier and subcontractor invoices against delivered quantities, approved rates, and contractual terms.
  • Coordinate with Site Teams and QA/QC to confirm material acceptance and inspection approvals.
  • Liaise with Finance and Project Management for timely processing of payments.

9. Risk Management & Compliance

  • Identify procurement-related risks such as supply delays, price escalation, or quality issues.
  • Propose mitigation strategies to minimize project impact.
  • Ensure compliance with Dubai Municipality, Civil Defense, and other relevant authority requirements for materials and suppliers.

10. Reporting & Performance Monitoring

  • Prepare regular procurement status reports covering:
  • Material procurement and delivery status
  • Supplier performance
  • Cost savings and variances
  • Risks and mitigation actions
  • Provide timely updates to senior management and project teams.

Qualifications & Experience

  • Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, or a related field.
  • Minimum 58 years experience in procurement for interior fit-out, joinery, or construction projects.
  • Strong knowledge of joinery materials, finishes, fittings, and specialized suppliers.
  • Proven experience working in the UAE construction market.
  • Familiarity with local authority requirements and approved materials is preferred.
