Procurement & Sourcing Governance Manager

Dubai

Job Objective:

A leading international Telecommunication enterprise is seeking an Procurement Excellence & Sourcing Governance Manager to strengthen global procurement governance, sourcing controls, and compliance frameworks.

This role sits within a Procurement Centre of Excellence (CoE) and plays a critical part in shaping global procurement policy, risk management, process excellence, and digital procurement governance across multiple international operating entities.

Job responsibilities:

Procurement Governance & Compliance

  • Drive global procurement policy governance, compliance and process assurance
  • Monitor sourcing events against defined procurement standards, guardrails and controls
  • Lead and support procurement and sourcing audits across global operating entities
  • Perform pre‑award, post‑award and supplier audits to ensure compliance with procurement policies, SOPs and delegation of authority
  • Identify non compliance risks, develop action plans and support remediation

Risk Management & Fraud Prevention

  • Assess risk exposure across high‑value and strategic sourcing activities through risk‑based sourcing audits
  • Support fraud risk identification, mitigation initiatives, audit testing and control effectiveness assessments
  • Provide governance and independent audit oversight during complex, high‑risk sourcing events

Process Excellence & Continuous Improvement

  • Analyse PR to PO cycle times and identify operational bottlenecks
  • Lead procurement process optimisation, KPI reviews and back testing
  • Promote cost benchmarking, market intelligence and should cost modelling

Systems & Digital Procurement

  • Govern and test ERP and e procurement systems for policy and SOP compliance
  • Partner with IT to enhance digital procurement controls and workflows

Stakeholder & CoE Collaboration

  • Work closely with global and regional procurement leaders and OPCOs
  • Share best practices within the Procurement CoE to upskill teams globally

Requirements:

  • 10+ years experience in procurement, sourcing governance or process excellence
  • 7+ years experience in supply chain governance or enterprise‑scale procurement environments
  • Demonstrated experience in procurement, sourcing or supply‑chain audits, including compliance reviews, control testing and remediation management
  • Strong knowledge of global procurement policies, sourcing governance and risk frameworks
  • Experience working across multiple regions and complex stakeholder landscapes
  • Hands‑on experience with Oracle, SAP, Coupa, Ivalua, Ariba or similar ERP platforms
  • Proven track record in continuous improvement, compliance monitoring and process optimization

Preferred qualifications/ Certifications:

  • Postgraduate qualification in Supply Chain Management or equivalent
  • CSCP | MCIPS | Six Sigma | Professional Scrum Master (PSM)
