Role overview
The Procurement Manager leads and manages all procurement and supply chain activities for our company across its operations in Kuwait, and other GCC Countries ( KSA , Qatar , etc. ) . This role responsible for building the procurement function from the ground up, taking ownership of supplier relationships, contracts, local purchasing, and cross-border sourcing that was previously managed by the Operations team.
Key responsibilities
- Develop and implement procurement policies, procedures, and approval workflows for the department.
- Manage all local and international procurement for our projects , including fabrication materials, equipment, and services sourced from Kuwait and China.
- Lead supplier identification, qualification, negotiation, and contract management for all vendors and service providers.
- Own and manage the preparation, review, and submission of Bills of Quantities (BOQs) for all projects and client proposals.
- Oversee all client-facing procurement documentation including contracts, pricing submissions, and variation orders.
- Coordinate with project managers and operations teams to plan procurement timelines aligned with project delivery schedules.
- Manage and mentor the Procurement Officer and part-time freelance procurement coordinators assigned to specific projects.
- Maintain a supplier and pricing database to support accurate and competitive tendering.
- Ensure compliance with company financial policies, budget limits, and approval thresholds on all purchase orders.
- Provide regular procurement performance reports to the COO including cost savings, vendor performance, and budget variance.
- Support the finance team on payment terms, invoice reconciliation, and purchase order tracking.
