Job Description

We are seeking an experienced Procurement Manager to lead procurement activities for construction projects and support procurement, commercial, and operations teams. The successful candidate will own strategic sourcing, supplier and contract management, purchase-to-pay governance, and procurement process optimization while ensuring compliance with company policies and applicable regulations. This full-time role requires proven construction procurement experience, strong commercial acumen, and the ability to collaborate across project managers, commercial, legal, finance, and site teams. The position offers the opportunity to drive cost and risk mitigation, improve supplier performance, and implement practical procurement controls and continuous improvement initiatives.

Procurement Manager Responsibilities construction sourcing, contracting, supplier management

  • Develop and execute sourcing strategies for materials, subcontractors, plant, and services aligned to project requirements and company objectives
  • Lead end-to-end procurement lifecycle: requisitioning, tendering (RFP/RFQ), bid evaluation, supplier selection, purchase order issuance, and close-out
  • Manage contract negotiation and drafting for supply and subcontract agreements, ensuring appropriate commercial terms, warranties, scope definition, and risk allocation
  • Oversee supplier onboarding, performance monitoring, and corrective actions, including KPIs, scorecards, and periodic reviews
  • Own supplier risk assessments, pre-qualification processes, and compliance checks (insurance, safety, financial capacity, regulatory) for construction suppliers and subcontractors
  • Collaborate with project managers, commercial teams, and site personnel to ensure timely material availability, resolve procurement bottlenecks, and support change-order processes
  • Maintain accurate procurement and contract documentation in CLM or document repositories and ensure adherence to internal controls and audit requirements
  • Partner with finance to validate invoices, manage disputes, and support timely payment and cost recognition
  • Drive continuous improvement initiatives to reduce procurement cycle times, capture savings, and improve supplier delivery and quality
  • Provide mentorship and guidance to procurement specialists and transactional teams to strengthen capability and ensure consistent application of policies

Minimum Experience and Professional Certification :

  • Bachelor's degree in Engineering, Supply Chain, Business, or related field, or equivalent practical experience
  • 6+ years of progressive procurement experience, with at least 3 years in construction procurement or construction-facing sourcing roles
  • Proven experience managing commercial contracts, subcontractor agreements, and supplier relationships in construction projects
  • Working knowledge of procurement processes, sourcing lifecycle, and supplier performance metrics
  • Familiarity with procurement and ERP systems (Microsoft Dynamic 365, SAP, Oracle,) and contract management/CLM tools
  • Strong negotiation skills and commercial judgement, with the ability to balance cost, schedule, and risk
  • Excellent written and verbal communication skills and the ability to influence stakeholders at all levels
  • Ability to manage multiple projects and priorities in a fast-paced, field-oriented environment
  • Holds CIPP - CIPM Certification

Technical Competencies:

  • Strategic sourcing and category management for construction materials and subcontracted trades: Intermediate to Advanced
  • Contract drafting, negotiation, and lifecycle management (subcontractor agreements, supply contracts, purchase orders): Intermediate to Advanced
  • Procure-to-pay and ERP procurement modules (purchase orders, GRN, invoicing workflows): Intermediate
  • Supplier qualification, performance management, and risk assessment: Intermediate
  • Data analysis, spend analytics, and reporting using Excel or BI tools: Basic to Intermediate
