Job Purpose
Establish and operate the Procurement Department efficiently in accordance with best practices, participate in developing procurement strategies, policies, and procedures, and oversee all procurement activities, including supplier evaluation, tendering processes, purchasing operations, delivery coordination, and supplier performance management.
Job Description & Responsibilities
- Develop and implement a comprehensive plan for establishing the Procurement Department from the setup phase through full operational readiness.
- Review, develop, and continuously improve procurement policies, procedures, templates, and documentation.
- Participate in the development of operational plans and execution programs for procurement activities, ensuring proper procurement planning, prioritization of purchasing requirements, and training procurement staff on ERP systems and procurement best practices.
- Supervise all daily procurement activities, including supplier evaluation and selection, tendering and bidding processes, bid opening, purchase order execution, delivery follow-up, and ensuring procurement requirements are fulfilled on time, with the required quality standards and at the most competitive cost.
- Prepare procurement reports, technical analyses, and performance assessments, monitor costs and market prices, and provide recommendations and insights to senior management.
- Lead negotiations and contract discussions with suppliers and service providers while ensuring compliance with company policies and approved procedures.
- Ensure the availability of all required materials, resources, technologies, and services necessary for business operations and project execution.
- Establish and maintain a procurement database containing frequently purchased materials, pricing records, approved suppliers, and procurement documentation in accordance with company standards.
- Maintain effective communication and coordination with internal and external stakeholders while expanding and managing a diverse supplier base and evaluating supplier pricing, performance, and service quality.
- Develop and review tender requirements and evaluation criteria, including bid selection criteria, performance guarantees, penalties, and contractual obligations.
- Manage RFQs, RFPs, tendering processes, and participate in bid opening and evaluation committees.
- Review, analyze, verify, and assess technical and commercial proposals to ensure compliance with legal requirements, procurement policies, and company procedures.
- Coordinate tender announcements, identify target suppliers, ensure tender distribution and receipt, and manage supplier submissions.
- Conduct technical and commercial evaluation of bids and recommend the most suitable suppliers based on approved procurement policies and evaluation criteria.
- Prepare procurement and tender-related reports, documentation, recommendations, and presentations while maintaining accurate records within the approved database system.
- Perform any additional duties assigned by the direct manager within the scope of the position.
Managerial Responsibilities
- Contribute to the development of the long-term procurement strategy aligned with the company's strategic objectives.
- Monitor procurement budgets across departments and projects.
- Prepare and present procurement reports and performance updates to senior management.
- Lead, mentor, and develop the procurement team.
- Establish and monitor procurement team KPIs and performance metrics.
- Develop, review, and enhance procurement policies, procedures, and governance frameworks.
Qualifications
- Bachelor's Degree in Business Administration, Civil Engineering, Supply Chain Management, or a related field.
Experience
- Minimum 8–10 years of experience in Procurement, preferably within Real Estate Development and Project Management sectors.

- Procurement & Strategic Sourcing: Proven experience in planning and executing procurement activities according to project and business requirements.
