We are looking for a: Procurement Officer
Location: Makkah Region, Taif

Responsibilities:
- Maintenance of stock levels for consumable and non-consumable items according to min-max level, lead time analysis and asset management systems.
- Commercial Bid Evaluation and Total Cost of Ownership analysis and preparation including logistic cost, warranty , after sales service, certifications and criticality.
- Assures Cost, Quality and Delivery of purchased goods are within the standards of the company
- Identify quality suppliers, through sourcing and accreditation. Assuring proper profiling, pre-evaluation, vendor registration and annual performance evaluation
- Sourcing of materials both local and international making sure Incoterms, proper warranties and certificates are cohesive to organizational requirements
- Establish blanket orders / fixed rate agreements ensuring cost savings.
- Optimize, categorize and record values of Procurement Savings, Recurring and Non-recurring savings generated and apply technics necessary to maximize savings aligned with organizational goals
- Develop and monitor systems and procedures beneficial for the procurement department
- Provides systematic purchase document control and reporting
- Provides weekly and monthly report and spend analysis
- Assist in preparation and implementation of internal rules and purchasing procedures
- Monitor and evaluate suppliers pricing and delivery performance
- Prepare Service and Subcontract Agreements for projects and related activities
- Organize, negotiate and implement Framework Agreements
- Commercial and Quality improvement of existing agreements
- Comply with Health, Safety and Energy best practices
- Interaction and coordination with internal and external stakeholders
- Determines best value products by evaluating factors such as price, delivery capabilities, quality, fast performance, ease of ordering, service capabilities and selecting a vendor that would offer best combination of these factors.
- Finding alternatives solution if conflict in delivery time or costs arises.
- Issuance of local purchase orders, inquiry, invoices and delivery notes as well as receiving and monitoring.
- Requirements:
- Bachelor's degree in engineering, materials management, procurement preferred, or any related field required.
- Minimum 5 years of experience in Middle East Procurement
- Knowledge of Incoterms and Logistics, Savings and Contracts
- Expertise in Commercial Bid Evaluation and Total Cost of Ownership
- Excellent communication skills both oral and written
- Fluent with Microsoft Excel, Word, PowerPoint and Outlook
- Must be able to handle multiple tasks in an intense environment while remaining calm and collective.
- Must be flexible in terms of working hours.
- Post Graduate Study is an advantage
- Certification in Procurement / Supply Chain Management from renowned organizations (CIPS, APS etc) is a plus
- English (Advance)
