Purpose of the Job:
The role leads Local and Overseas procurement teams to secure quality materials, spare parts, and CAPEX at competitive cost while ensuring compliant processes and managing key operational tasks, including CAPEX disposal and required diesel, Coast Guard, and Mawani permits.
Key Accountabilities & Responsibilities:
- Lead, mentor, and manage Local & Overseas buyer teams for two business lines (Container + General Cargo).
- Oversee sourcing, negotiation, vendor management, and contract execution for materials, spare parts, and CAPEX.
- Ensure procurement activities adhere to governance, compliance standards, and arm's-length principles.
- Drive the adoption and continuous improvement of Local & Overseas procurement processes.
- Support the structured use of Purchase Orders to streamline payment cycles and reduce processing delays.
- Partner closely with Accounts Payable to optimize the end-to-end Procure-to-Pay (P2P) process.
- Develop and maintain reporting channels and dashboards to monitor KPIs, cycle times, and process performance.
- Build strong internal customer relationships; ensure timely and highquality service delivery to operations, technical, and finance teams.
- Maintain close collaboration with Stores to ensure optimal stock levels and prevent shortages or overstocking.
- Ensure vendor compliance with RSGT safety, quality, delivery, and procedural requirements.
- Monitor supplier performance and address any nonconformance.
- Oversee diesel permit issuance processes and ensure timely renewal and compliance.
- Maintain working knowledge and execution capability for Coast Guard and Mawanirelated permit requirements.
- Ensure all permits are issued, renewed, and audited in compliance with relevant authorities.
- Lead and supervise the scrap and obsolete CAPEX disposal process, ensuring transparency, compliance, and value recovery.
- Participate in supplier selection for waste management and scrapping services.
- Ensure procurement files are properly documented, organized, and compliant with set filing standards.
Skills:
The role requires strong leadership and teammanagement capabilities, combined with excellent negotiation skills and the ability to build and sustain effective supplier relationships. It demands advanced knowledge of P2P processes and ERP procurement modules, supported by an analytical mindset capable of developing reports, dashboards, and KPIs. A high level of integrity, sound judgment, and strong compliance orientation are essential, along with clear and effective communication skills that enable collaboration across diverse crossfunctional stakeholders.
Required Experience:
Minimum 1012 years of procurement experience, including at least 5 years in a leadership role.
Education Requirements:
Bachelor's degree in Supply Chain, Business Administration, Engineering, or related field (Master's preferred). Professional certification (CIPS, CPSM).
