JOB DETAILS

Job Title: Procurement Senior Engineer – Community Management

Department: Community Management / Procurement

Reports to: Technical General Manager

Scope: Community Procurement – Hard & Soft Services

Location: Head Office – New Cairo, CFC

Responsibilities

  • Lead sourcing and procurement activities for Hard Services, including MEP networks, electrical infrastructure, substations, water supply, sewage, ETP/STP, firefighting systems, HVAC, SCADA/BMS, and specialized machinery.
  • Source and coordinate Soft Services providers covering landscaping and irrigation, housekeeping, pest control, security, HSE support services, and industrial waste management.
  • Prepare and issue RFQs, RFPs, and tender documents based on operational requirements.
  • Conduct technical and commercial evaluations of supplier and contractor offers in coordination with Community Management and technical teams.
  • Lead pre-bid meetings, site walkthroughs, supplier clarifications, and commercial negotiations.
  • Negotiate service agreements, SLAs, KPIs, pricing, commercial terms, and contract conditions to achieve the best value.
  • Coordinate the sourcing of technical spare parts, replacement components, operational consumables, and other community requirements.
  • Coordinate with outsourced service providers and monitor their performance against agreed scopes, KPIs, and SLAs.
  • Support the full lifecycle of operational contracts, including variations, renewals, price adjustments, and performance-related actions.
  • Maintain and develop a qualified network of vendors, OEMs, contractors, and facility management service providers.
  • Monitor procurement spending against approved CAPEX and OPEX budgets and identify cost optimization opportunities.
  • Apply value engineering, life-cycle cost analysis, and total cost of ownership principles when evaluating equipment and service contracts.
  • Follow up on PRs, POs, payment certificates, invoices, and required procurement documentation in line with corporate governance.
  • Maintain accurate procurement records, supplier evaluations, cost comparisons, and approved vendor information.
  • Ensure procurement activities comply with applicable quality, HSE, regulatory, and internal requirements.

Qualifications

Education: Bachelor's degree in Electrical, Mechanical, or Electromechanical Engineering.

Experience: 10+ years of experience in procurement, preferably within MEP, facilities management, infrastructure, industrial, or community management environments.

Certifications: CIPS certification is an advantage.

Skills: Strong experience in MEP and FM procurement, tendering, RFQ/RFP management, technical and commercial evaluation, contract negotiation, SLA/KPI management, vendor coordination, and cost optimization. Advanced skills in Microsoft Excel, Power BI, and ERP systems.

Languages: Excellent English proficiency.
