Position Objectives:
The Program Head is responsible for providing strategic leadership and end-to-end program direction across the Facility Management, Construction, and Consultancy portfolio, with a focus on delivering large-scale, capital-intensive projects, including state-of-the-art office and workspace buildings. This role manages structured, stage-gated programs from start to handover and operations, ensuring every project aligns with the client's strategic vision and is delivered on time, within budget, and to the highest quality and safety standards. This role demands strong client relationships, cross-functional leadership, and a performance-driven culture built on measurable KPIs, milestone discipline, and continuous improvement.
Job Description and Responsibilities:
- Develop and implement the strategic plan for the Facility Management, Construction, and Consultancy division in alignment with the client's corporate objectives.
- Lead end-to-end program and portfolio management across concurrent large-scale CAPEX projects, applying structured, phase-gated delivery methodology from feasibility and design through construction, commissioning, handover, and facility operations.
- Direct the construction and delivery of state-of-the-art office and workspace buildings, ensuring design intent, workplace experience standards, and operational readiness are achieved.
- Oversee integrated facility management across the portfolio, ensuring seamless transition from construction to operations and sustained asset performance.
- Own CAPEX and OPEX planning, budgeting, forecasting, and cost control across the portfolio, ensuring financial efficiency and accountability at program and project level.
- Establish and maintain program dashboards, milestone tracking, and performance reporting frameworks; define KPIs and drive data-led decision-making across all workstreams.
- Set clear project goals and objectives, ensuring consistency and prioritisation across the project portfolio.
- Conduct regular reviews of project deliverables, identify potential risks, and develop and implement mitigation strategies.
- Provide consultancy-grade advisory to the client on delivery strategy, procurement models, and value engineering.
- Build and maintain robust relationships with clients, contractors, and other stakeholders, ensuring transparent and effective communication.
- Act as the key liaison for senior-level discussions and represent the organization in high-level client and executive steering meetings.
- Lead and mentor project managers, engineers, and consultants to foster a high-performance culture.
- Optimize resource allocation across the portfolio to maximize productivity and minimize waste.
- Maintain adherence to industry standards, safety regulations, and company policies; drive quality and safety compliance across all projects.
- Perform audits and regular assessments to uphold the highest levels of quality.
- Identify new business opportunities and contribute to the growth of the client's portfolio.
- Promote a culture of continuous improvement by integrating innovative approaches and best practices into program management and delivery.
Qualifications and Experience:
- Bachelor's or Master's Degree in Engineering, Construction Management, or a closely related field.
- 20+ years of experience in construction and program management, with at least 10 years in a leadership role overseeing large-scale, high-value CAPEX programs across Construction, Facility Management, and Consultancy environments.
- Demonstrated all-round experience managing the construction of state-of-the-art office and workspace buildings, from design coordination through fit-out, handover, and facility operations.
- Proven consulting or client-side advisory experience on major construction or infrastructure programs.
- GCC experience required; Saudi Arabia experience strongly preferred, including familiarity with local regulatory, contracting, and stakeholder environments.
- Project Management Professional (PMP) or equivalent certification (PgMP, PRINCE2, or PMI-RMP); program or portfolio management certification is an advantage.
- Strong command of program and portfolio governance, including stage-gate delivery, milestone management, dashboards, KPI frameworks, and executive performance reporting.
- Deep expertise in CAPEX and OPEX budgeting, forecasting, cost management, and financial reporting across multi-project portfolios.
- Proven track record of successful delivery of high-stakes projects within budget and schedule constraints.
- Experience building and leading cross-functional, multi-disciplinary teams on complex programs.
- Ability to effectively foster client relationships and manage stakeholder expectations, with excellent negotiation and interpersonal skills.
- Proficiency in construction project management software (e.g., Primavera P6, MS Project) and reporting tools (e.g., Power BI) for dashboarding and performance tracking.
- Demonstrated leadership and decision-making abilities, focusing on continuous improvement and high-quality outcomes.
- Exceptional communication and presentation skills to interact with stakeholders, clients, and internal teams.
