Program Management Office (PMO) Manager

JOB SUMMARY

The PMO Manager is primarily responsible for the establishing and managing the governance of large portfolios and transitions which are comprised of multiple programs and program managers and may include multiple dedicated PMO's. They must ensure that DXC standards are defined for each program and upheld for the duration whilst working with the client to ensure their requirements are also met.

Along with coordinating all work delivered by the PMO/s, the PMO Manager establishes the structures, standards, processes, documentation and reporting required to meet the needs of the portfolio, the customer and DXC.

The PMO Manager emphasizes quality and compliance on the portfolio and works with the Program Executives to create a cohesive and coordinated portfolio team.

ESSENTIAL JOB FUNCTIONS

  • Utilize and execute DXCs practice project management process including scope definition, scheduling, resource planning, risk management planning, cost, budget and change management and quality assurance.
  • Monitor and report on compliance with established standards to ensure the program adheres to agreed policies and standards
  • Orchestrate a program cadence to ensure regular scheduling of meetings with relevant stakeholders and that all regulatory submissions are forecast and met in alignment with Communication Management Plan.
  • Developing relationships with senior internal and external stakeholders
  • Oversee all aspects of project planning, requirements gathering, scheduling and work planning, communications, issue resolution, cost tracking, financial reporting and change management.
  • Implement and maintain processes to ensure project documentation, reports and plans and artefacts are relevant, accurate and complete, and lasting referencing the Quality Management Plan where appropriate.
  • Collect, consolidate and analyze program and project data to support effective decision making
  • Assist with advising program/project managers and teams on the best use of project methodologies, project management disciplines and approaches and act as the first point of contact for any program management office queries.
  • Ensuring appropriate quality assurance and risk management processes and policies are in place and operating effectively.
  • Influence project managers to manage their projects in accordance with DXCs project management standards and processes.
  • Direct PMO team typically consisting of Project Control Analysts, Financial Project Control Analysts and Schedulers who can be on or off shore.
  • Ensuring deliverables (program status, financial, and schedule reporting) are produced in timely manner by PMO team.

BASIC QUALIFICATIONS, SKILLS and EXPERIENCE

A PMO Manager has the ability to focus on details and technicalities while simultaneously retaining a comprehensive vision of the big picture. They must work well under pressure, have great interpersonal and influencing skills and be able to juggle several different projects and responsibilities with ease and professionalism.

  • 10+ years experience leading program management offices on large scale complex construction or ICT programs with multiple projects and project managers
  • Demonstrated ability to successfully manage commercial governance frameworks, to deliver contracted outcomes
  • Excellent commercial acumen, able to manage and manage scope contract changes and delays
  • Highly developed knowledge and experience of PMBOK project management methodologies or similar
  • Excellent oral and written communication skills and excellent presentation skills with ability to conduct presentations to executive audiences
  • Demonstrated capability of problem solving, decision making, sound judgement and leadership
  • Highly developed executive presence and communication skills, leading and facilitating productive interaction for teams and stakeholders, building trust and rapport
  • Leading people by encouraging a culture of collaboration, negotiation and conflict resolution
  • Ability to manage turbulence and emergent change
  • Demonstrated high level of complex program financial acumen.
