Program Manager Transportation Consulting

(Project Management, Program Delivery, Capital Infrastructure)

Role Overview

We are seeking an experienced Program Manager with a strong background in transportation consulting, capital project delivery, and complex infrastructure program management. The ideal candidate will bring both technical expertise and consulting acumen, capable of leading major transportation programs (roads, rail, transit, aviation, mobility, or related sectors) from planning through delivery.

The Program Manager must excel in stakeholder engagement, integrated project controls, delivery assurance, and risk managementwhile being able to communicate clearly with senior client leadership.

Candidate Profile

Educational & Technical Background

  • Bachelor's degree in Civil Engineering, Transportation Engineering, or related discipline; Master's degree preferred.
  • 8+ years of experience in transportation infrastructure, major capital projects, or program management consulting.
  • Strong understanding of transportation asset lifecycle: planning, feasibility, design, procurement, delivery, commissioning.
  • Experienced in managing multi-disciplinary teams (designers, PMCs, contractors, authorities).
  • Certifications are an advantage: PMP, PgMP, PRINCE2, PMI-SP, or equivalent.

Consulting & Leadership Skills

  • Proven experience in transportation consulting or management consultingBig 4 or Tier 1 consultancy preferred.
  • Strong executive presence; able to lead client workshops, presentations, and governance meetings.
  • Ability to develop frameworks, methodologies, and strategic recommendations.
  • Excellent communication, stakeholder management, and conflict resolution skills.

Key Responsibilities

1. Program Planning & Integrated Management

  • Lead the development of program strategies, delivery plans, and integrated master schedules.
  • Establish project baselines, milestones, critical paths, dependencies, and performance indicators.
  • Ensure alignment across multiple workstreams including planning, design, procurement, and delivery.

2. Transportation Project Delivery Oversight

  • Oversee the execution of transportation projects such as:
  • Highways & roads
  • Rail & metro
  • Public transit systems
  • Airports & aviation infrastructure
  • Mobility programs
  • Ensure delivery quality, adherence to safety standards, and compliance with regulatory frameworks.

3. Stakeholder & Client Management

  • Act as the primary interface with government entities, authorities, consultants, and contractors.
  • Facilitate technical and governance meetings, ensuring effective communication and decision-making.
  • Provide strategic advice on project delivery risks, performance, and constraints.

4. Risk, Issue & Change Management

  • Conduct program-level risk assessments, identifying early warning indicators for cost, schedule, and scope deviation.
  • Implement mitigation strategies and maintain risk registers.
  • Lead change control processes and ensure controlled delivery.

5. Reporting, Analytics & Performance Monitoring

  • Develop and maintain reports for executive leadership:
  • Progress dashboards
  • Portfolio performance updates
  • Earned value analysis (EVM)
  • Risk and issue summaries
  • Provide clear, data-informed recommendations for program acceleration or recovery.

6. Governance & Delivery Assurance

  • Implement program governance structures, steering committees, and decision-making frameworks.
  • Ensure compliance with client requirements, technical standards, and delivery protocols.
  • Conduct project health checks, stage-gate reviews, and independent assurance activities.

Preferred Experience

  • Worked on major transportation programs (>$500M).
  • Experience with clients such as transport authorities, ministries, municipalities, or rail/airport operators.
  • Familiarity with leading project controls tools (Primavera P6, Power BI, Unifier, Aconex, etc.).
  • Experience in multi-year capital programs with multiple contractors and stakeholders.
