The Programme Controls Manager will provide leadership and strategic direction for the programme controls function across major railway and infrastructure projects. You will be responsible for overseeing the setup and implementation of robust programme controls processes, including cost, schedule, risk, change management, and commercial controls, to ensure delivery on-time and within budget.
Responsibilities
- Lead the development, implementation, and management of programme controls systems and processes for large-scale railway and infrastructure projects.
- Oversee project setup, ensuring alignment with contractual, financial, and organisational objectives.
- Manage and integrate the functions of planning & scheduling, cost control, risk management, change control, document control, and reporting.
- Directly oversee the planning & scheduling team, ensuring development of accurate schedules, resource plans, and timely progress updates.
- Provide commercial oversight, including contract administration, budgeting, forecast reviews, value engineering, and earned value management.
- Liaise with project teams, stakeholders, partners, and contractors to establish clear programme controls requirements and reporting protocols.
- Oversee the preparation and presentation of accurate progress, performance, and financial reports to senior management and external stakeholders.
- Ensure effective risk management and change control systems are in place to pro-actively identify, assess, and address programme risks and changes.
- Develop and mentor a high-performing programme controls team, including the planning & scheduling function, providing training and guidance in controls best practices and tools.
- Continuously drive improvement of processes, tools, and systems for increased efficiency and governance.
- Ensure compliance with relevant standards, client requirements, and legislative obligations.
Education:
- Bachelor's degree in Engineering, Quantity Surveying, Construction Management, Project Management, or related discipline. Advanced degree preferred.
- Minimum 15 years of experience in programme/project controls, including at least 5 years in a senior management capacity on large-scale railway or major infrastructure projects.
- Demonstrable experience in the setup and management of commercial controls, cost management, schedule controls, and risk/change management in complex project environments.
- Strong analytical, organisational, and leadership skills.
- Proficient with industry-standard controls software (e.g., Primavera P6, MS Project, cost management systems).
- Strong communication and stakeholder management skills.
- Membership of a relevant professional body (e.g., AACE, PMI, RICS) is highly desirable
