Project Controls Manager – (Tier 1 Cost Consultancy Background)

Role Summary

We are seeking an experienced Project Controls Manager to support a landmark, large-scale urban redevelopment programme in a highly sensitive and high-density pilgrimage environment. The programme involves large-scale mixed-use development including hospitality, residential, transport, and public realm infrastructure designed to accommodate millions of annual visitors.

The role requires exceptional project controls expertise, strong stakeholder coordination, and the ability to manage highly complex, multi-package delivery in a fast-paced and strategically significant environment.

Key Responsibilities

  • Lead and manage the full project controls function including planning, scheduling, cost control, and performance reporting
  • Develop and maintain integrated master schedules across multiple major work packages (hospitality, residential, infrastructure, public realm)
  • Establish robust baseline programmes aligned with master development strategy and phased delivery plans
  • Monitor progress against schedule and budget, identifying deviations, delays, and critical path impacts
  • Prepare high-level executive dashboards, reports, and performance analytics for senior leadership
  • Support earned value management (EVM), forecasting, and cost performance analysis across all packages
  • Conduct delay analysis and provide mitigation, recovery, and acceleration strategies
  • Manage change control processes and assess time/cost impacts of variations and design evolution
  • Coordinate closely with design, construction, commercial, and delivery teams to ensure accurate project data flow
  • Track key milestones across enabling works, infrastructure, buildings, and public realm development
  • Support risk identification and mitigation, particularly related to programme delivery complexity and interface risks
  • Provide strategic input to improve delivery efficiency, controls governance, and reporting systems

Candidate Requirements

  • 15+ years of experience in project controls within large-scale urban development, infrastructure, or mega mixed-use projects
  • Proven experience managing complex, multi-package programmes in high-density urban environments
  • Strong expertise in Primavera P6 or equivalent planning tools
  • Advanced knowledge of cost control, forecasting, and progress measurement systems
  • Strong understanding of earned value management (EVM)
  • Experience working on hospitality, residential, infrastructure, and public realm integration projects preferred
  • Excellent analytical, reporting, and problem-solving capabilities
  • Strong stakeholder coordination skills in multi-disciplinary environments
  • Degree in Engineering, Construction Management, Quantity Surveying, or related field
  • PMP / PSP or equivalent certification preferred
