Job Description

Job Purpose

The Project Controls Director in leading and managing all project controls functions across major construction, infrastructure, and EPC projects. The role is responsible for ensuring effective planning, scheduling, cost control, progress measurement, forecasting, reporting, and risk management to achieve project objectives related to scope, cost, schedule, and quality. The position also provides leadership to project controls teams and acts on behalf of the Project Controls Director when required.

Key Responsibilities

Project Controls Management

  • Support the development, implementation, and continuous improvement of integrated project controls systems covering planning, scheduling, cost control, progress measurement, forecasting, and reporting.
  • Ensure compliance with corporate project controls procedures, standards, and best practices.
  • Monitor overall project performance and provide timely recommendations for corrective and preventive actions.
  • Assist in establishing project baselines, control budgets, work breakdown structures (WBS), and performance measurement systems.

Planning & Scheduling

  • Review and approve project execution schedules, baseline schedules, and recovery schedules.
  • Monitor project milestones, critical paths, and schedule performance.
  • Lead schedule analysis, including critical path analysis and schedule risk assessments.
  • Coordinate with project teams to develop mitigation and recovery plans for schedule delays.
  • Review and validate contractor and subcontractor schedules and progress updates.

Cost Control & Financial Management

  • Monitor project budgets, commitments, expenditures, and cost forecasts.
  • Ensure accurate cost reporting and financial performance tracking.
  • Support earned value management (EVM) implementation and performance measurement.
  • Analyze cost variances and recommend corrective actions.
  • Coordinate with finance, procurement, and commercial teams to maintain effective cost control.

Performance Reporting

  • Consolidate weekly, monthly, and executive project performance reports.
  • Develop dashboards and KPI reports for senior management and clients.
  • Present project status, trends, forecasts, and risk assessments.
  • Ensure accuracy, consistency, and timeliness of all project reporting.

Risk, Claims & Change Management

  • Participate in schedule and cost risk assessments.
  • Support claims analysis related to schedule impacts and cost implications.
  • Coordinate with contracts and commercial teams on variations, extensions of time (EOT), and claims.
  • Monitor project changes and evaluate their impact on project performance.

Leadership & Team Management

  • Supervise planning engineers, scheduling engineers, cost engineers, and project controls personnel.
  • Provide coaching, mentoring, and technical guidance to the project controls team.
  • Ensure effective coordination between engineering, construction, procurement, commercial, and project management teams.
  • Promote continuous improvement and best practices across project controls functions.

Stakeholder Coordination

  • Coordinate with project managers, engineering managers, commercial managers, procurement teams, consultants, and clients.
  • Support executive management with project performance analysis and strategic decision-making.
  • Participate in management meetings and project reviews.

Acting Responsibilities

  • Act as the Project Controls Director during periods of absence.
  • Ensure continuity of all project controls operations and decision-making.

Qualifications

Education

  • Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, or a related discipline.
  • Master's Degree in Engineering, Project Management, Construction Management, or Business Administration is preferred.

Professional Certifications (Preferred)

  • PMP (Project Management Professional)
  • PMI-SP (Scheduling Professional)
  • PSP (Planning & Scheduling Professional – AACE)
  • CCP (Certified Cost Professional – AACE)
  • Primavera P6 Professional Certification

Experience

  • Minimum 8 years of experience in project controls for large-scale construction, infrastructure, or EPC projects.
  • Minimum 5 years in a supervisory or management role.
  • GCC experience is preferred.
  • Proven experience managing planning, scheduling, cost control, and project reporting functions on complex projects.

Technical Knowledge & Skills

  • Comprehensive knowledge of project controls methodologies and best practices.
  • Advanced proficiency in Primavera P6 and Microsoft Project.
  • Strong understanding of Earned Value Management (EVM).
  • Expertise in cost control, forecasting, budgeting, and financial reporting.
  • Strong understanding of construction contracts, claims, and change management.
  • Knowledge of schedule risk analysis and quantitative risk assessment.
  • Advanced reporting and dashboard development skills using Power BI, Excel, or similar tools.
  • Strong analytical and problem-solving abilities.
