Job Description

Project Director – Infrastructure (Roads & Utilities)

Dubai, UAE

Parsons is seeking an exceptionally talented Project Director – Infrastructure to join our Design Team in Dubai. In this role, you will lead the successful delivery of multiple complex infrastructure projects, primarily focused on roads and utilities, for a diverse portfolio of clients. You will be responsible for ensuring excellence in technical delivery, commercial performance, and client satisfaction across all engagements. The role requires strong leadership in managing multidisciplinary design teams, coordinating with multiple stakeholders, and maintaining consistent delivery standards across varying project types and client requirements.

What You'll Be Doing

  • Lead, plan, direct, supervise, and control the execution of all business, technical, financial, and administrative functions of assigned infrastructure design projects.
  • Oversee the development and implementation of the Project Execution Plan, Health & Safety Plan, Quality Assurance/Quality Control Plan, and other required project documentation.
  • Define program requirements for all project components and ensure that all design deliverables comply with approved standards, client requirements, and regulatory frameworks.
  • Assign responsibilities to key team members based on their expertise, qualifications, and strengths to ensure optimal project performance.
  • Manage and negotiate changes in project scope with clients and key subcontractors/consultants.
  • Prepare and distribute comprehensive project summaries and progress reports to all project team members for alignment and reference.
  • Provide input into performance evaluations and development plans for project staff.
  • Mobilize internal and external resources through coordination with support departments, regional offices, and subsidiaries to form high-performing project teams.
  • Coordinate with senior management and department heads to define staffing requirements for key project roles.
  • Collaborate with design managers, project engineers, and discipline leads to develop project budgets, schedules, and execution strategies.
  • Identify risks, delays, and potential cost overruns and implement corrective action plans in coordination with clients and internal teams.
  • Ensure timely management and approval of change orders and variations throughout the project lifecycle.
  • Promote technical excellence, innovation, and commercial performance through adherence to established QA/QC processes.
  • Monitor and report project performance, including milestones, risks, and any issues affecting scope, cost, or schedule.
  • Act as the primary company representative with clients, stakeholders, and selected subcontractors during project execution.
  • Participate in meetings with regulatory authorities and public stakeholders, where required, in support of client objectives.

What Required Skills You'll Bring


  • Bachelor's degree in Civil Engineering or a related technical discipline.
  • Minimum 20+ years of experience in infrastructure project management.
  • Proven experience delivering large-scale roads, highways, utilities, and mixed-use infrastructure projects.
  • Strong background in consultancy and multidisciplinary design environments.

What Desired Skills Youll Bring


  • Experience working in the UAE or GCC region is highly preferred.
  • Strong understanding of authority standards, approvals processes, and infrastructure regulations.
  • Familiarity with international design codes and project management methodologies in GCC.
  • Strong commercial awareness, including claims, variations, and contract administration.
