About this role:
- HSE Leadership & Strategic Management
- Lead and oversee the implementation of the Project HSE Management System in alignment with corporate, client, and UAE regulatory requirements (OSHAD-SF, ISO 45001, ISO 14001).
- Define HSE objectives and KPIs to ensure continuous improvement and accountability across all levels.
- Promote a proactive safety culture focused on prevention, engagement, and operational excellence.
- Risk Management & Compliance Assurance
- Identify, evaluate, and control potential hazards through structured risk assessments and safe work practices.
- Ensure full compliance with legal, environmental, and contractual HSE obligations.
- Conduct site audits and inspections, ensuring timely close-out of non-conformities.
- Review and approve project HSE documents, including MS, RA, JSA, and PTW systems.
- Team Leadership & Competency Development
- Supervise and mentor HSE Officers and site teams to ensure high performance and compliance.
- Conduct capability assessments and facilitate training to enhance HSE competency.
- Foster collaboration, accountability, and professional growth across the HSE function.
- Training, Awareness & Behavioral Safety
- Design and deliver HSE inductions, toolbox talks, and targeted awareness programs.
- Promote behavioral safety initiatives to strengthen engagement and hazard reporting.
- Reinforce continuous learning and positive safety behaviors across all teams.
- Incident Management & Reporting
- Lead investigations of incidents, near-misses, and unsafe conditions using structured root cause analysis methods.
- Ensure accurate documentation, timely implementation of corrective actions, and effective communication of lessons learned.
- Prepare and present apparent incident and performance reports to management, clients, and regulatory authorities.
- Operational Control & Site Oversight
- Maintain a strong on-site presence to monitor and enforce HSE compliance.
- Implement control measures for high-risk activities and review their effectiveness.
- Update HSE procedures to reflect operational changes and lessons learned.
- Emergency Preparedness & Response
- Develop and test emergency response and evacuation plans.
- Conduct regular drills and coordinate with local authorities for readiness.
- Ensure staff awareness and preparedness for emergency situations.
- Environmental Protection & Sustainability
- Lead waste reduction, pollution control, and sustainability initiatives.
- Ensure compliance with environmental laws, permits, and reporting standards.
- Promote eco-friendly and resource-efficient practices across the project.
- Stakeholder Communication & Representation
- Serve as the project's key HSE representative in meetings, audits, and inspections.
- Liaise effectively with clients, consultants, and authorities to maintain compliance and trust.
- Provide expert HSE advice to senior management and project leaders.
- Continuous Improvement & Innovation
- Analyze HSE performance data to identify trends and drive improvement.
- Integrate digital tools and innovative practices to enhance reporting and compliance.
- Benchmark best practices to strengthen HSE systems and overall performance.
- Occupational and workplace Health and Safety responsibilities:
- In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations. All employees are personally responsible to familiarize themselves with these policies, procedures, practices, updates, etc. Khidmah HSE department regularly updates existing and introduces new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.
- Information Security responsibilities:
- Comply with Basatin Information Security Policies
- Be aware of and fulfill their information security responsibilities
- Ensure whoever handles sensitive company information have taken the Security Awareness Training
- Know how to report a security incident (to IT ServiceDesk or InfoSec).
- Not Disable his/her OS firewall and/or Antivirus
- Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords
Qualifications:
Bachelor's Degree in Engineering, Environmental Science, or Occupational Health & Safety.
NEBOSH, IOSH, or OSHA certification (mandatory).
ISO 45001 / ISO 14001 Auditor certification preferred.
Additional training in Fire Safety, First Aid, or Emergency Response is an advantage.
Solid knowledge of UAE HSE laws, OSHAD-SF, and international standards.
Industry Experience (No. of years):
- Minimum 1015 years of progressive experience in Health, Safety & Environment management within the construction, infrastructure, or facilities management sectors.
Position/functional experience (No. of years):
- Minimum 5 years in a senior or managerial HSE role, overseeing large-scale projects and multidisciplinary teams.
Competencies and Skills:
- Strong leadership and strategic HSE management abilities.
- Excellent knowledge of OSHAD-SF, ISO 45001, ISO 14001, and UAE HSE laws.
- Skilled in risk assessment, incident investigation, and root cause analysis.
- Effective communicator with strong reporting and stakeholder coordination skills.
- Proficient in HSE management systems and digital reporting tools.
- Analytical, organized, and proactive in problem-solving and decision-making.
Capable of leading, mentoring, and motivating teams to maintain safety excellence.
