Job Description

Construction Management

Manage the construction delivery of the Capital Projects workstream, approximately in the value of to AED 10-12m per academic year.

  • Work with the Planning and Design Teams to strategize the execution of projects to realize long-term space needs and project objectives.
  • Assist with the development of project scopes, considering buildability, interface with the existing asset and lessons learned.
  • Manage the mobilization of contractors for approved projects.
  • Manage construction contractors and their execution of the projects.
  • Manage construction supervision consultants to ensure the full project scope is completed in line with University quality requirements.

Manage the project completion and handover process, including FM Service Provider takeover and end user handover / occupation, and the defects liability period closeout with the contractor.

Fiscal Responsibilities & Best Management Practices

  • Apply technical knowledge of various types of construction and detailing on large-scale construction projects.
  • Manage the execution of the work, ensuring it is delivered to the required budget and quality, and on time.
  • Assist in improving processes and policies in support of organizational goals. Monitor adherence to rules, regulations, procedures and joint governance.
  • Prepare reports as necessary to Leadership and our Government Partners.

Facilitate coordination and communication between support functions. Supervise other planning personnel, such as consultants and contractors, prepare budgets and manage commitments and expenditures.

Resource Management

  • Plan and assign tasks to team members based upon capacity and workload.
  • Develop project delivery schedules in consultation with end users and key stakeholders.
  • Manage the deliverables by construction supervision consultants.
  • Monitor and track the project expenditure against the established and approved budgets. Take corrective action should any overspends be anticipated.
  • Ensure that consultants / contractors perform and deliver by their Contractual Obligations.
  • Control and monitor QA/QC processes and procedures.

Manage direct reports (FTEs and secondees) - including performance reviews and related leadership activities such as coaching and feedback, input on compensation decisions, etc.

Strategy and Communication

  • Develop and maintain relationships with all stakeholders, local authorities, and government agencies, as needed.
  • Develop project execution strategies based upon the nature of project and the optimum value. Collaborate with other departments such as Procurement and the FMSP to ensure that projects are being implemented.
  • Input into long-term strategies for modifications to campus, and Lifecycle needs, including budgetary and funding requirements.
  • Monitor and report on projects regularly, both internally and externally as necessary.

Proactively assess project risks by regularly evaluating product design and participating in all high priority project reviews.

Required Education:

Degree in Engineering, or Engineering Management or associated discipline.

Required Certification/Other Qualifications:

Relevant project management certification such as PMP, PRINCE2 etc., as well as sustainability certifications such as LEEP AP or Estidama.

Required Experience:

  1. 10 years of FM experience.
  2. 5 years in supervisory/leadership roles in construction management.

Required Knowledge, Skills and Abilities:

  1. Strong technical skills in construction disciplines.
  2. Excellent communicator with the ability to present technical ideas to all levels.
  3. Ability to harness the team's technical creativity and transform it into specific engineering solutions that meet schedule, cost and performance goals.
  4. Ability to multi-task and run multiple projects in a fast-paced, work environment.
  5. Familiar with engineering software/programs, and other engineering tools.
  6. Familiar with Quality assurance and Quality Control methodologies.
  7. Organized with demonstrated project management skills with a sense of urgency.
  8. Creative and analytical, yet practical, in problem-solving and decision making.
  9. Good commercial and financial awareness.
  10. Problem solver, creative, ability to work independently and as a team, good interpersonal skills, multi-tasking skills, knowledge, and experience with software applications - spreadsheets, word processing, etc.
