Job Purpose:
The Project Manager is responsible for the end-to-end delivery of the comprehensive maintenance contract in Doha, Qatar. This role ensures the safe, reliable, efficient, and contract-compliant operation of our district cooling production assets, the chilled water distribution network, and all airside systems.
The manager will balance operational performance, energy efficiency, and client satisfaction while maintaining strict adherence to Health, Safety, and Environment (HSE) standards.
Key Responsibilities:
Facility & Contract Oversight:
Contract Ownership: Own and manage the comprehensive O&M contract, ensuring compliance with SLAs, KPIs, availability, and regulatory requirements.
Asset Management: Ensure the safe and uninterrupted operation of the central plant (chillers, pumps, cooling towers) and the chilled water distribution network.
System Availability: Guarantee cooling capacity availability and redundancy during peak demand.
Airside Reliability: Ensure reliable operation of AHUs, FCUs, VAVs, and other terminal units to guarantee indoor environmental quality.
Team Leadership:
Multidisciplinary Management: Lead a diverse
team including Plant, HVAC, Safety, and BMS Engineers, as well as operators and subcontractors.
Culture Development: Foster a performance-driven, customer-focused, and safety-first culture.
Competency: Ensure all staff and subcontractors maintain necessary
certifications, training, and safe work practices.
Operational Excellence:
Integrated Strategy: Develop and implement maintenance strategies for plant and airside assets with HSE considerations embedded in all procedures.
Controls & BMS: Oversee integrated BMS/ SCADA operations across the plant, network, and airside systems to ensure proper sequencing and setpoints.
Root Cause Analysis: Conduct analysis for failures and implement corrective actions with safety compliance as a core metric.
Vendor & Client Management:
Primary Interface: Serve as the primary client interface for all technical, operational, and commercial matters.
Executive Reporting: Lead performance reviews and present consolidated KPIs to the client's senior management.
Subcontractor Oversight: Coordinate site access, work permits, and subcontractor performance safely and efficiently.
Risk & Compliance:
HSE Leadership: Lead safety culture initiatives and integrate risk assessments and permit-to-work systems into all activities.
Incident Management: Oversee investigations, near-miss reporting, and corrective actions across the full scope of operations.
Budget & Costing:
Financial Control: Manage the O&M budget and control operational costs for spares and consumables without compromising quality.
Contract Variations: Manage variation orders and additional claims across the full scope of operations.
Qualifications:
Education: Bachelor's degree in Mechanical Engineering.
Experience: 15-20 years of experience in district cooling, utilities, or large HVAC operations (DCP management is essential).
Contract Expertise: Proven experience managing comprehensive O&M contracts.
Regional Knowledge: GCC experience and client-facing contract management preferred. Language: Arabic speakers preferred for client coordination.

Plant and airside availability percentages.
Network DeltaT and losses.
Indoor comfort compliance (setpoint maintenance).
HSE performance (incidents, near misses, and permit compliance).
Client satisfaction scores.
