Roles and responsibilities:
The Project Manager is responsible for the overall leadership, management, and successful delivery of the CEMQ project in line with project documents. The role ensures technical quality, financial integrity, donor compliance, and achievement of measurable results through the following or other related duties, as assigned
A. Strategic and Operational Leadership
Lead full implementation of the 36-month project cycle.
Translate the technical proposal into annual and quarterly operational plans.
Ensure achievement of logframe indicators and targets.
Ensure integration of circular economy principles across components.
Identify implementation risks and implement mitigation measures.
B. Financial Management and Compliance
Oversee management of project budget .
Monitor burn rate and ensure expenditures remain within approved budget lines.
Ensure compliance with:
oSeparate project accounting requirements
oProcurement thresholds
Review monthly financial reports with the finance.
Prepare financial inputs for donor reports.
C. Donor Reporting and Communication
Lead preparation of project reports, internally and donor narrative and financial reports
Mid-Term Review inputs and final Report
Maintain donor communication
Inform donor immediately of implementation challenges as required under the agreement
D. Team Management
supervision of the project team
Conduct weekly and monthly coordination meetings.
Set performance targets for team members.
Approve workplans and field schedules.
Support recruitment of key staff subject to donor approval
E. Monitoring, Evaluation & Learning
Ensure implementation of approved M&E framework
Review data collection tools and monitoring dashboards
Ensure proper documentation and data protection compliance
F. Stakeholder & Partnership Management
Ensure coordination with key stakeholders: Ministry of Agriculture, Veterinary Directorates, Local CBOs, Agribusiness partners.
Qualifications:
A bachelor's degree is required
Minimum 2 - 5 years of relevant experience including: Managing donor-funded development projects, Agricultural or rural livelihoods programming, Budget management, team leadership, Working with international donors, Experience in Upper Egypt preferred and Experience with circular economy, climate-smart agriculture, or value chains is an asset.
Experience in MS Office package (Excel, Word, PowerPoint) and information management systems; proficient in Word

Required Languages
Arabic: Native or fluent.
English: Excellent written and spoken proficiency (mandatory for donor reporting).
Travel Note
The position based in Qena Governorate with frequent field travel to project villages.
Occasional travel to Cairo headquarters and possible donor meetings or evaluation missions.
