Qualifications:- Bachelor's degree in Facilities Management, Engineering, or a related field.
- Postgraduate degree in Engineering Management, Facilities Management, or Business Administration (MBA) preferred.
- Professional certifications such as CFM (Certified Facility Manager), FMP (Facility Management Professional), PMP/PRINCE2.
- Additional credentials such as LEED AP, CEM, BICSc, NEBOSH IGC, or OSHA certification desirable.
- Minimum 10-15 years in Facilities Management (hard and soft services).
- At least 5-7 years in a client-side consultancy or managing agent role, working with FM contractors and multi-disciplinary teams.
Task Description:- 1. Project Delivery & Leadership
- Manage the end-to-end delivery of FM consultancy projects, ensuring contractual, technical, and operational deliverables are met.
- Lead, supervise, and mentor DAB Consultants in line with the agreed organization chart.
- Coordinate planning and delivery of the Annual Maintenance Plan with the Facilities Management Service Provider (FMSP) .
- Implement the PMS Procedure, including recording observations/NCRs, and ensure continual improvement processes are embedded.
- 2. Technical & Operational Oversight
- Monitor all maintenance activities for hard services (HVAC, plumbing, electrical, ELV, civil infrastructure, BMS, fire protection, etc.).
- Oversee and guide FMSP and subcontractor personnel for both hard and soft services to ensure complete and satisfactory performance of contract requirements. Own and review KPIs and metrics to manage FMSP performance and drive governance processes.
- Develop and review FM technical proposals, O&M strategies, and solutions to meet or exceed client expectations.
- 3. Standards & Compliance
- Ensure all FM activities comply with applied HSE standards, codes, and regulations (NFPA, SBC, ASHRAE, CIBSE, SFG20, BICSc).
- Ensure areas and processes are maintained for audit readiness and compliance with statutory and contractual obligations.
- Develop and implement continuous improvement plans and best practice strategies.
- 4. Documentation & Reporting
- Develop and maintain SOPs, contingency plans, emergency response procedures, preventive maintenance, and technical documentation.
- Prepare technical reports, stakeholder presentations, and asset lifecycle analyses.
- Maintain ownership of all handed-over assets and ensure proper inspections and replacements as required.
Technical Competency- Strong knowledge of MEP systems, civil infrastructure, ELV, HVAC, fire protection (NFPA), and Saudi Building Codes (SBC).
- Familiar with industry best practices and standards: SFG20, NFPA, SBC, ASHRAE, CIBSE, BICSc.
- Proficient in CAFM systems (IBM Maximo, Archibus, Concept Evolution), and MS Project.
- Experience in technical gap analysis, O&M monitoring, KPI/SLA evaluations, cost control, and technical/commercial evaluation of FMSPs.
- Skilled in tendering, FM strategies, SOP development, asset lifecycle analysis, and compliance audits.
