Purpose of the role

Lockton Insurance Brokers are seeking a project manager to deliver a growing portfolio of technology and business change initiatives in Egypt. This role is one of a small team of Project Managers in MENA, each championing a distinct vertical within the PMO alongside delivering projects end to end.

The Project Manager will deliver vendor-driven system implementations and business change initiatives, from vendor selection through to go-live, hypercare and benefits realization. The portfolio spans off-the-shelf platforms configured and customized for our entities, and custom products built by vendor teams using agile methodologies, all wrapped within the PMO governance framework.

The role operates at a strategic and tactical level, directing delivery through vendor and business teams rather than hands-on operational execution, while retaining the willingness to step into the detail where delivery risk demands it.

The successful candidate will also help shape and mature the department's services and standards, contributing templates, methods and best practice to the team's continual improvement, and will own or champion a defined PMO vertical (such as reporting, tooling, quality assurance or benefits management) as the operating model matures.

Your Responsibilities

Delivery

  • Lead one or more concurrent projects across the full lifecycle, from requirements definition and business case through design, build, UAT, go-live, hypercare and closure.
  • Work with stakeholders and subject matter experts to agree scope, deliverables, success criteria, timelines, budgets and resource requirements.
  • Develop and maintain project plans, RAID logs, budgets and status reporting, with disciplined escalation of risks and issues through PMO governance forums.
  • Govern UAT, go-live readiness and hypercare through vendor and business teams, owning quality gates and exit criteria, with hands-on involvement only where delivery risk demands.
  • Oversee data migration workstreams delivered by vendor and business teams, ensuring migration strategy, reconciliation and sign-off meet governance standards.
  • Coordinate integration workstreams across core broking platforms, finance systems, client portals and document management systems.
  • Track benefits realization against the approved business case beyond go-live.

Vendor Management

  • Own vendor management across the delivery lifecycle, holding vendors to plan, sprint commitments, quality standards and contractual milestones and SLAs.
  • Provide delivery-side input to vendor assessments and selections led by the Business Analysis team, including delivery feasibility, resourcing and timeline implications.
  • Run hybrid delivery models, applying internal stage-gate governance around vendor agile teams, with visibility of backlogs, sprint outputs and release plans.
  • Manage acceptance of vendor deliverables against agreed criteria, protecting the organisation's interests on scope, quality and cost.

Governance and PMO Development

  • Produce executive and steering committee reporting, including RAG status, milestone tracking, financials (estimated and actual), and risk and issue positions.
  • Champion a defined PMO vertical, developing the associated standards, templates and ways of working for the wider team.
  • Contribute to the maturing of PMO methodology, tooling and delivery frameworks as the function is established.
  • Ensure projects comply with applicable regional insurance regulatory requirements and general data protection and privacy obligations across the markets we operate in.

Stakeholder Management

  • Engage and influence stakeholders at all levels, including regional and entity senior leadership and C-suite, across Placement, Claims, Operations, Finance, IT and Compliance.
  • Operate effectively in a matrix environment across multiple MENA entities and global functions, including multi-entity rollouts of shared platforms.
  • Keep the business user and client experience central to delivery decisions and readiness assessments.

About You

Essential

  • 8+ years of total professional experience, delivering projects in Egypt or the wider MENA region, with direct Egypt market experience.
  • A track record of delivering multiple projects end to end within the region, ideally within insurance, reinsurance or broader financial services.
  • Solid understanding of the insurance and reinsurance industry across lines of business (including motor, medical, life, people solutions, affinity, microinsurance and reinsurance), covering core operational broking systems, financial systems and client-facing portals.
  • Working knowledge of general data protection and privacy requirements applicable across the region.
  • Demonstrable experience of vendor-driven delivery, with strong vendor management skills against contractual milestones, SLAs and quality standards.
  • Hands-on implementation experience of core operational broking systems and financial systems, from configuration and customization through to go-live.
  • Strong grasp of both waterfall and agile methodologies, with practical experience of hybrid models where internal governance wraps vendor scrum teams.
  • Proficiency with project and portfolio tooling, specifically monday.com and Jira, and reporting and analytics tools, specifically Tableau.
  • Strong financial management skills, covering budgeting, forecasting, estimated versus actual tracking and business case discipline.
  • Fluent Arabic (written and spoken) is required; fluent English is also strongly valued given regional reporting and stakeholder engagement.
  • Strong independent thinking and problem-solving skills, with a proactive nature and the resilience to work to tight and changing deadlines.

Highly Desirable

  • PMP certified. PgMP, PRINCE2 or recognised agile certifications are an advantage.
  • Insurance or reinsurance broking experience specifically.
  • Experience implementing off-the-shelf platforms with customization layers and overseeing custom builds delivered by vendor agile teams.
  • Delivered projects involving client or customer facing portals within the insurance or reinsurance industry.
  • Market intelligence on the Egyptian insurance systems landscape, including platforms in use across local insurers, brokers and TPAs, and awareness of regional solutions entering the market.
  • Experience of data migration from legacy systems, including reconciliation and regulatory considerations.
  • Exposure to platform and vendor evaluations, providing delivery input to selection decisions.
  • Experience of Target Operating Model design or rollout, acquisition integration or business transfer.
