Project Manager

SAUDIZATION PRIORITY — PRIORITY IS GIVEN TO QUALIFIED SAUDI NATIONALS FOR THIS POSITION, IN LINE WITH PSC POLICY, THE NITAQAT PROGRAM, AND MHRSD LOCALIZATION REGULATIONS.

JOB PURPOSE

Lead end-to-end delivery of PSC's active projects — scope, schedule, cost, quality, and HSE — while restoring site productivity to within 10% of market benchmark. Acts as the Single point of accountability for project delivery, subcontractor performance, and client satisfaction, reporting directly to the COO.

KEY RESPONSIBILITIES

▪    Plan, direct, and control all project execution activities across PSC's specialized scopes (EIFS, GRC/GRP, EPS decorations, facades, steel and concrete structures, fit-out).

▪    Own the project baseline (schedule, budget, resource plan) and report monthly Earned Value performance (CPI/SPI) to the COO.

▪    Lead the site team (site engineers, foremen, core crews) and manage manpower-supply and complete-task subcontractors against framework rates and scope-boundary matrices.

▪    Drive productivity recovery: implement time-and-motion baselining, daily output tracking, and corrective actions to close the current productivity gap to ≤ 10% within Stage 1.

▪    Manage client interface: progress reporting, variation orders, claims substantiation, and payment application certification.

▪    Enforce QA/QC and HSE compliance on site, including MHRSD midday-work and heat-stress requirements.

▪    Certify subcontractor payment applications and control project cash flow jointly with PSC Finance.

▪    Complete a structured 90-day confirmation review with documented productivity baseline (Stage 1 gate requirement).

QUALIFICATIONS & EXPERIENCE

▪    Bachelor's degree in Civil Engineering or Construction Management from an accredited university.

▪    Minimum 10–12 years construction experience in Saudi Arabia, of which at least 5 years managing projects for a specialized or general contractor.

▪    Proven delivery record on facade, EIFS/GRC, structural, or fit-out packages is strongly preferred.

▪    Hands-on experience managing subcontracted labor (Ajeer manpower supply and complete-task packages).

CERTIFICATIONS & REGISTRATIONS

▪    Saudi Council of Engineers (SCE) registration — Professional Engineer grade required.

▪    PMP (PMI) or equivalent project management certification preferred.

▪    Valid KSA driving license.

SKILLS & COMPETENCIES

▪    Earned Value Management, Primavera P6 / MS Project, cost and cash-flow control.

▪    Strong subcontract administration, claims, and variation-order management.

▪    Decisive leadership of multidisciplinary site teams; data-driven reporting to executive level.

LANGUAGES

Arabic and English — full professional proficiency (contract and client correspondence in both).

GENERAL EMPLOYMENT TERMS

▪    Employment contract per the Saudi Labor Law ,registered on Qiwa; probation (180 days).

▪    GOSI registration from commencement; salary paid through the Wage Protection System (WPS/Mudad); working hours, overtime, leave, and end-of-service benefits per the Labor Law and PSC HR policy.

▪    Competitive package aligned to Saudi construction-market benchmarks for the grade; disclosed to shortlisted candidates by PSC.

▪    Engineering titles require valid Saudi Council of Engineers (SCE) registration as a condition of employment.
