Project Procurement Manager

We are seeking an experienced Project Procurement Manager to lead and oversee procurement activities for major Oil & Gas EPC projects. This strategic leadership role is responsible for ensuring the timely acquisition of materials, equipment, and services while maintaining project schedules, budgets, quality standards, and compliance requirements.

The successful candidate will bring extensive project procurement experience within the EPC environment and demonstrate strong expertise in supplier management, contract negotiations, cost optimization, risk management, and stakeholder engagement.

YOUR ROLE

As Project Procurement Manager, you will be responsible for including but not limited to the following duties and responsibilities :

Project Procurement Strategy & Planning

• Develop and execute project-specific procurement strategies aligned with project objectives, schedules, and budgets.
• Identify critical materials, equipment, and services required throughout project phases.
• Establish procurement plans and schedules to ensure timely delivery and project continuity.

Procurement Governance & Compliance

• Ensure all procurement activities comply with company policies, procedures, contractual obligations, and legal requirements.
• Drive implementation of procurement policies and communicate updates across project teams.
• Maintain adherence to industry standards and best procurement practices.

Supplier Management & Strategic Sourcing

• Lead supplier qualification, evaluation, selection, and onboarding processes.
• Build and maintain a strong network of approved vendors and strategic suppliers.
• Conduct supplier performance reviews to ensure compliance with project specifications, quality requirements, and delivery commitments.
• Negotiate commercial terms, contracts, and framework agreements to maximize project value.

Budget & Cost Management

• Partner with Project Controls and Finance teams to develop and manage procurement budgets.
• Identify and implement cost-saving initiatives without compromising quality, safety, or delivery requirements.
• Monitor procurement expenditure, cost variances, and achieved savings.

MIS Reporting & Data Analytics

• Utilize ERP and MIS systems to monitor procurement performance, supplier KPIs, purchasing activities, and project costs.
• Provide periodic procurement reports and executive updates to Project Management and senior stakeholders.
• Analyze procurement data and recommend actions for continuous improvement.

Inventory & Logistics Coordination

• Oversee project inventory management and material tracking.
• Coordinate with logistics teams to ensure on-time delivery of materials and equipment to project sites.
• Monitor stock levels and optimize storage and dispatch activities.

Risk Management

• Identify, assess, and mitigate procurement-related risks throughout project execution.
• Maintain procurement risk registers and ensure proactive mitigation plans are implemented.
• Support procurement audits and compliance reviews.

Team Leadership & Development

• Lead, mentor, and develop project procurement professionals.
• Foster a high-performance, collaborative, and results-oriented team culture.
• Promote continuous learning and professional development.

Stakeholder Management

• Collaborate closely with Project Managers, Engineering, Construction, Quality, Operations, and Finance teams.
• Provide regular updates on procurement status, challenges, risks, and mitigation actions.
• Support project success through proactive communication and cross-functional alignment.

WHAT WE'RE LOOKING FOR

Experience

• Minimum 15 years of procurement experience, including 3+ years in a leadership or management role.
• Proven experience managing procurement for Oil & Gas EPC projects.
• Experience working with ERP/MIS systems and procurement reporting tools.

Education and Certifications

• Bachelor's Degree in Engineering, Supply Chain Management, Business Administration, or a related discipline.
• Master's Degree in a relevant field.
• Professional procurement certification such as: CIPS, CPSM (Certified Professional in Supply Management), CPM (Certified Purchasing Manager), Equivalent internationally recognized certification
